HomeMy WebLinkAboutReso 1973-6772RESOLUTION N0. 6772 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING A POLICY [VHEREBY THE SAFETY COM- MISSION WILL BE CALLED UPON AT AN EARLY STAGE IPd THE PLANNING PROCESS FOR THE EVALUATION OF PROJECTS Tn7HICH MAY RELATE TO i~T,ATTERS OF VEHICULAR OR PEDESTRIAN TRAFFIC SAFETY [^7ITHIN THE PUBLIC RIGHTS-OF-WAY WITHIN THE CITY OF CHULA VISTA The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, it has been noted by both the City Council and the Planning Commission that certain site plans have definite effects upon the flow of traffic on adjacent streets, or streets having access to major streets, and WHEREAS, some of these situations require that the matter should be referred to the Safety Commission for their evaluation in accordance with the mandate set forth in the ordinance establishing the commission which notes that the basic function of the commission shall be related to matters of vehicular or pedestrian traffic safety within the public rights-of-way within the City of Chula Vista and would therefore require the review of such matters by the Safety Commission, and WHEREAS, it is not uncommon for the Planning Commission to undertake, at the time in-depth study of traffic flow problems and t thereon, thus expending unnecessary time upon requiring that the matter be referred back to and City Council and the of public hearings, an he effect of site plans said. details and often the Safety Commission, [n1HEREAS, it is desired to establish a policy which would take full advantage of this function of the Safety Commission regard- ing such matters of vehicular or pedestrian traffic safety and esta- blish procedures whereby, under certain circumstances, site plans would be subject to the review of the Safety Commission in order to evaluate the details of associated traffic problems and point out the safety hazards involved therein and recommend possible solutions thereto. PdOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the following policy is hereby adopted by the City Council of the City of Chula Vista: 1. All precise plans and site plans for the construction of facilities adjacent to major streets or having access to major streets which, in the opinion of staff, i.e., Director of Planning, Director of Public Works, Fire Chief and Police Chief, would in light of the plan as submitted create possible hazardous conditions effect- ing the vehicular or pedestrian safety in the public rights-of-way, shall be submitted to tine Safety Commission for evaluation and review. 2. The Safety Commission shall evaluate said precise plans and site plans in reference to their effect upon traffic problems, and shall submit their analysis to the Planning Commission and City Council at the time such plans are considered by said bodies.
