RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ENDORSING AB 123 WHICH WOULD REQUIRE THE SP_N
DIEGO COUNTY ASSESSOR IN 1975 TO FURNISH THE ESTIMATE
OF ASSESSED VALUATION NO LATER THAN MAY 15 FOR THE
SUCCEEDING YEAR
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, tYie City's capability for formulating a budget
and establishing necessary tax rates is greatly affected by the
estimates of assessed valuation provided by the County Tax Assessor,
and
WHEREAS, said estimates presently are not received, except
in Los Angeles County, until the budget process is virtually com-
pleted, and
WHEREAS, AB 123 introduced by Assemblyman Wadie Deddeh
would amend Government Code Section 27421 which directs an early
estimate of assessed valuation for counties having 4 million or
more population to read counties having 1 million or more in pop-
ulation which would include the Counties of Orange, Alameda, Santa
Clara and San Diego, and
WHEREAS, such an amendment would require the County
Assessor of San Diego to furnish the estimate of assessed valua-
tion no later than May 15 for the succeeding year commencing in
1975, and
WHEREAS, such a measure would be of great benefit not
only to the City staff in the preparation of the budget and cal-
culations of revenues, but would clearly redound to the benefit of
the taxpayers throughout San Diego County.
MOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista strongly urges the Legislature to adopt
AB 123 in this session of tie Legislature.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista urges all other cities in the County of San Diego
to support the adoption of AB 123.
BE IT FURTHER RESOLVED that the City Clerk of the City
of Chula Vista be, and she is hereby authorized and directed to
forward certified copies of this resolution to the City Councils
of all of the cities in San Diego County, to the Board of Super-
visors of San Diego County, and to all members of the San Diego
County Legislative Delegation.

Resolution - Endorsing AB 123 providing for an
early estimate of assessed valuation
City Manager
Assembly Bill 123 would amend the Government Code Section 27421,
pertaining to counties having 4 million or more population receiving
an early estimate of assessed valuation for the purpose of more
accurate budget projections. Specifically, AB 123 would change
"4 million" to "1 million" and the '1960 Federal Census" to the
"1970 Federal Census", on which the population figures are based.
These proposed changes would allow additional counties to receive
this early estimate of assessed valuation from the County Assessor.
At present, only Los Angeles receives this benefit. However, AB 123
would include the Counties of Orange, Alameda, Santa Clara, and San
Diego, under the provisions of this section.
It is felt that the bill will face strong opposition from the County
Assessors who will have extra work to accomplish if AB 123 passes.
Presently, it appears that the bill will be heard in the Assembly
Revenue and Taxation Committee no later than March. If the bill
passes the Legislature, it could easily be signed by the Governor
early in the Legislative session, probably no later than July, 1973.
This date is important since the new Constitutional Amendment establish-
ing a two-year Legislative session provides that, if a bill is passed
on or prior to September 30, 1973, it will become law on January 1,
1974. However, if the bill is passed on or after October 1, 1973, it
will not become law until January 1, 1975. If this bill passes, the
County Assessor must furnish the estimate no later than May 15th, for
the succeeding year.
