RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA URGING THE U. S. ARMY CORPS OF ENGINEERS AND
FEDERAL AND STATE ENVIRONMENTAL AGENCIES TO ACT
PRODSPTLY IN RESOLVING THE FLOODING SITUATION IN THE
TIAJUANA VALLEY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, historically the TiaJuana Valley has been subject
to severe flooding from time to time, and
WHEREAS, the Government of the United States and the
Government of Mexico have entered agreements to jointly provide
for the control of floods in the TiaJuana Valley and pursuant to
these agreements, the Republic of Mexico is proceeding with the
construction of flood control channelization works, and
WHEREAS, the completion of these channel facilities in
Mexico is anticipated by August, 1975 which will increase the
danger from flooding to persons, property and wildlife in the
United States portion of the TiaJuana Valley lying in the City
of San Diego and the City of Imperial Beach, and
WHEREAS, the City of Chula Vista has, although deeply
concerned with the problems that would be created by the Mexican
project, long been opposed and was in fact the front runner in
opposition to the development of concrete channel works to the
Pacific Ocean as a solution to the problem, and
WHEREAS, the City of Chula Vista fully sympathizes with
and shares the concern expressed by the City of Imperial Beach
and urges the U. S. Army Corps of Engineers to develop a new pro-
gram for protection of resources and development in the United
States which would at the same time insure maximum retention of
the natural environment presently found in the TiaJuana Valley,
and
WHEREAS, it is the understanding of the City Council of
the City of Chula Vista that the Army Corps of Engineers recog-
nizing the grave environmental crisis in the United States has
undertaken the development of such new techniques as an alternate
to the simplistic solution of concrete channelization of flood
waters which have not in fact after many years of construction
in all parts of the United States alleviated flood damage, and
WHEREAS, it must be recognized that continuing problems
of flooding should not and probably cannot be resolved through the
use of channelizing works.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista that the U. S. Army Corps of Engineers
and appropriate environmental agencies of both the federal and
state government be urged to develop a new program for protecting
persons, property and wildlife in the United States portion of
the TiaJuana Valley lying in the City of San Diego and the City
of Imperial Beach.
BE IT FURTHER RESOLVED that said agencies be notified of
the widespread concern which all of the communities in this area
have for prompt action in this regard to avoid significant damage
to our total environment.
