RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA REVISING THE CHULA VISTA GENERAL PLAN IIQ
ACCORDANCE WITH THE RECD?~4ENDATIONS OF THE PLANNING
COMMISSION OF THE CITY OF CHULA VISTA ADOPTED BY
RESOLUTION NO. PCM-72-26, ADOPTED ON THE 11th DAY
OF DECEMBER, 1972
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission has heretofore on
December 4 and December 11, 1972 held public hearings to consider
revisions of the Chula Vista General Plan in order to conform to
the requirements of state law which make it mandatory that zoning
ordinances and General Plan designations become consistent, and
WHEREAS, said revisions are contained in Resolution No.
PCM-72-26, adopted by the Planning Commission on the 11th day of
December, 1972, a copy of which is attached hereto and incorporated
herein by reference as if set forth in full and marked as Exhibit

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve said recommendations
contained in said Resolution No. PCP2-72-26 with the exception of
Items 1(1), 1(s), 1(t) and 1(cc), which items will be considered
separately, and does hereby revise and amend the General Plan of
the City of Chula Vista adopted by Resolution No. 3519, adopted on
the 22nd day of September, 1964, and later amended by Resolution
No. 5878, adopted on the 15th day of December, 1970, Resolution
No. 6125, adopted on the 20th day of July, 1971, Resolution No.
6568, adopted on the 5th day of September, 1972, Resolution No.
6597, adopted on the 12th day of September, 1972, and by Reso-
lution No. 6671, adopted on the 5th day of December, 1972.

WHEREF;S, Chula Vista has an adapted General Plan, and

bdHEREAS, State Law directs that all local municipalities bring their
zoning and General Plan designations into consistency by January, 1973, and
WHEREAS, various rezoning actions approved by the City Council since
the last revision to the General P1«n in March, 1970, have resulted in incon-
sistencies, and
WHEREI~S, the Planning Commission set the time and place far a hearing
to consider various changes to the General Plan, and notice of said hearing,
together with its purpose, ~•aas given by the publication in a newspaper of general
circul«tion in the City at least ten days prior to the date of said hearing, and
IdHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
Decen}ber 4 and December 11, 1972, Council Chamber, Civic Center, 276 Fourth
Avenue, before the Planning Commission and said hearing was thereafter closed.
NOW Tf1EREFORE BE IT RESOLVED that the City Planning Commission recommends
the adoption of the follot~~ing amendments to the General Plan Map:
1. Changes in land use designations t~~hich are desirable due to rezoning
actions approved by the City Council, as follows:
a. The area north of Seavale, adjacent to Broadway, from Thoroughfare
Commercial to High Density Residential.
b. The area north and south of E Street adjacent to I-5 from Thoroughfare
Commercial to Visitor Commercial.
c. The area north and south of H Street, adjacent to I-5 from Thorough-
fare Commercial to Visitor Commercial.
d. A small area on the south side of fi Street, approximately halfway
between Broadway and 1-5, from High Density Residential to Professional
and Administrative Office use.
e. Property on tf~e north side of L Street, west of Broadway, from High
Oensif.y Residential to Research and Limited Industrial.
f. Tf~e area south of Moss Street to the SDG&E easement from Research
and L.ienited Industrial to 11igh Density Residential; the area south of

restaurant, on which an exchange of land between the City and a private
owner resulted in a change in the configuration of the zoning, be revised
to shotiv the configuration of the High Density Residential and Open Space
land.
hh. Two areas along Otay Lakes Road, one just north of Bonita Bel Air
Sut~division «nd the other just north of the SDG&E easement, from Low
Density Residential to ~ledium Density Residential.
ii. Designate the Halecrest Park site adjacent to I-805 and J Street.
jj. The area along Telegraph Canyon Road occupied by the Elks Club

Residentiial in order to protect existing staule single family and two-faiT~ily
neighborhoods:
a. South of E Street, north of Davidson, Fourth Avenue to Broadway.
b. }•north of E Street, approximately mid-block between Third and Fourth.

d. South of H Street, west of Fourth Avenue.

Density Residential, due 'to the hardship the R-3-H zone would place on the
properties and a high probability of traffic congestion which would result
from very high density development:
