RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING BIDS AND AWARDING THE
CONTRACT FOR THE "INDUSTRIAL BOULEVARD BIKE
LANE AND PEDESTRIAN IMPROVEMENTS IN THE CITY
OF CHULA VISTA, CALIFORNIA, CIP NO. STL361"
PROJECT TO TRI-GROUP CONSTRUCTION AND
DEVELOPMENT INC. IN THE AMOUNT OF $238,314 AND
AUTHORIZING THE EXPENDITURE OF ALL AVAILABLE
CONTINGENCY FUNDS NOT TO EXCEED $24,000
WHEREAS, on August 31, 2011, the Director of Public Works received eight (8) sealed
bids for the Industrial Boulevard Bike Lane and Pedestrian Improvements in the City of Chula
Vista, California, CIP No. STL361 project; and
WHEREAS, the work to be done consists of installation of bike lanes on both sides of
Industrial Boulevard, as well as construct curb, gutter, and sidewalk and storm drain
improvements on the east side of Industrial Boulevard. This project will provide additional
pedestrian access between the elementary school and mobile home Park at Naples Street and the
commercial area at Palomar Street. The Industrial Boulevard bike lane is one of the priority
projects listed in the City's Bikeway Master Plan; and
WHEREAS, the Director of Public Works received eight (8) bids as follow:

($582,868.80)
WHEREAS, the low bid submitted by Tri-Group Construction & Development, Inc. is
below the Engineer's estimate of $309,263.50.00 by $70,949 (approximately 23% below the
Engineer's estimate); and
WHEREAS, design staff has verified the references provided by the contractor and has
determined that the contractor has performed satisfactorily for those references; and

WHEREAS, staff has reviewed the low bid and recommends awarding the contract to
Tri-Group Construction & Development, Inc., San Diego, CA in the amount of $238,314; and
WHEREAS, in order to approve change orders as necessary, staff is requesting City
Council waive Council Policy No. 574-01.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does award the contract for the "Industrial Boulevard Bike Lane and Pedestrian
Improvements in the City of Chula Vista, California, CIP No. STL361" project to Tri-Group
Construction & Development, Inc., in the amount of $238,314.
BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista does
hereby waive Council Policy 574-01 and authorize the Director of Public Works to approve
change orders, as necessary, up to the contingency amount of $24,000, and expend all available
funds in the project.
