HomeMy WebLinkAboutReso 1973-6713., ~ r RESOLUTION N0. 6713 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE TENTATIVE MAP OF A SUBDIVISION TO BE KNO~dIV AS LARKHAVEN SUBDIVISION, UNITS 3 AND 4 The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Planning Commission of the City of Chula Vista has heretofore approved that certain tentative map of a subdivision to be known as LARKHAVEN SUBDIVISION, UNITS 3 AND 4, and has recommended that the City Council approve said tentative map subject to the con- ditions as recommended in their letter dated the 19th day of September, 1972, a copy of which is attached hereto and by this reference made a part hereof, the same as though set forth herein. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that said Council does hereby approve said tenta- tive subdivision map in accordance with the recommendations of the Planning Commission of the City of Chula Vista, provided, however, that the following modifications of said conditions are adopted by the Council: 1. Delete Condition No. 6: "All of the area lying east of Max Avenue and north of Orange Avenue shall not be considered at this time because of its relationship with the adjoining property not scheduled for subdividing by this map." 2. Modify Condition No. 7: "The subdivider shall submit a fence design for staff consideration for those areas which abut the park site, Walnut Avenue and C Street. The fence shall be a minimum of five feet high, solid fencing with pilasters, and either block or wood to insure a sturdy design." BE IT FURTHER RESOLVED that it is understood and agreed by the developer and the City of Chula Vista that approval of said tenta- tive map in no way constitutes a waiver or modification of the require- ments set forth in Resolution No. 6671 and that the final map of said subdivision shall not be accepted or approved until such conditions have been met. City o~ Cl~u~a ~U~ CALIFORNIA Subject: Tentative Map of Larkhaven Subdivision Units 3 and 4 /2 ~~~ ---•~~-- csta At the meeting of September 18, 1972, the City Planning Commission reviewed the tentative map for Larkhaven Units 3 and 4, located east of Loma Lane and bisected by Orange Avenue. Unit 3 contains 132 lots and Unit 4, 15 lots, for a total of 147, on approximately 40 acres adjacent to Units 1 and 2 which were previously approved for 89 lots. The Planning Commission recommends approval of this tentative map subject to the following conditions: 1. A 5 foot high decorative concrete block wall shall be constructed adjacent to Orange Avenue at the top of slopes as provided in Section 28.902 of the Subdivision Ordinance. 2. The rear lot line of Lot 142 shall be readjusted to eliminate lot frontage on Max Avenue. 3. The City of Chula Vista shall be responsible for the landscaping, irrigation and maintenance of Orange Avenue median strip; however, the subdivider shall be responsible for the landscaping, irrigation and maintenance of the area between the sidewalk and the block wall constructed along Orange Avenue. The maintenance period will be effective for a minimum of 90 days after planting or until a maintenance district is formulated from the residents of lots backing up to Orange Avenue or all the residents within the subdivision. 4. The conditions for landscaping of Orange Avenue, as well as all other slopes within the subdivision, shall be as follows: a. Complete landscaping and irrigation plans with related specifications including construction techniques, maintenance and guarantees, shall be submitted and approved by the City's Landscape Planner prior to the recording of any final map, and before any grading permit has been issued. l~ -r , • • Honorable Mayor and City Council Sept. 19, 1972 Tentative Map of Larkhaven Units 3 and 4 page 2 b. All landscaping and irrigation systems shall be installed within thirty days after grading is completed except that the requirement shall be postponed for any lots that have been issued building permits until thirty days after final inspection. In cases of partial develop- ment, the developer may request in writing to the Zoning Administrator, within fifteen days after grading is completed, for deferral for all or part of the remaining areas. The developer shall show just cause for such deferral and shall indicate the estimated time of completion of the landscaping for the remaining area. c. All landscaping shall be maintained by the contractor or developer for a period of 90 days; this to include seeded areas, cutttings, plants, shrubs, and trees, which shall be replaced if seeds fail to germinate or if plants fail to grow. d. Planting standards, soil preparation, fertilization, and weed control shall be in conformance with the City of Chula Vista Landscape Manual. e. Slopes less than six feet in vertical height shall utilize fine leaf ice plant, such as mesembriantheum croceum or rosea. Substitutes or alternatives may be considered by the City's Landscape Planner subject to the submission of complete specifications. Plant cuttings shall be tip cuttings and not lateral cuttings and not less than six inches in length. Cuttings shall be staggered and spaced a maximum of twelve inches on center. On 1z to 1 slopes, ground cover shall be planted eight inches on center. f. Slopes of six feet or greater in vertical height shall utilize plantings as provided in paragraph a and slopes lz:l or steeper shall be covered with jute matting. Specifications shall be submitted and approved by the City's Landscape Planner. These specifications shall specify length of wire staples or other fastening device, amount of overlap, and other pertinent details to insure proper installation in a workmanship manner. Substitutes for jute matting may be considered and approved by the Landscape Planner. g. Slopes greater than ten feet in vertical height shall be planted, in addition to the requirements listed in paragraphs e and f above, with one shrub or tree (minimum 1 gal.) per 100 square feet of slope area. These shrubs or trees are to be selected by a Landscape Architect for aesthetic value as well as deep rooting qualities. h. All slopes shall be irrigated by a sprinkler system controlled by a valve located on the lot to be sprinkled, unless said area is part of maintenance district. 5. The developer shall install an 8 foot wide paved pedestrian access walk between Lots 114 and 115, bordered by a 6 foot high masonry wall in confor- mance with Section 28.902 of the Subdivision Ordinance. • Honorable Mayor and City Council Sept. 19, 1972 Tentative Map of Larkhaven Units 3 and 4 page 3 6. All of the area lying east of Max Avenue and north of Orange Avenue shall not be considered at this time because of its relationship with the adjoining property not scheduled for subdividing by this map. 7. The subdivider shall submit a fence design for staff consideration for those areas which abut the park site, Walnut Avenue and C Street. The fence shall be a minimum of 6 feet high, solid fencing with pilasters, and either block or wood to insure a sturdy design. 8. The subdivider shall include a provision in his deed restrictions prohibiting the removal or alteration of any required fencing without authorization of the Chula Vista Planning Department and shall further stipulate that continued maintenance of said fence is required. 9. All work within public right of way shall be done in accordance with the ordinances, resolutions, Standard Specifications and Standard Drawings of the City of Chula Vista; and to the satisfaction of the Director of Public Works. 10. Specific methods of handling storm drainage are subject to detailed approval by the City Engineer at time of submission of improvement plans. Drainage easements shall be provided as required by the City Engineer. The following drainage guidelines shall be followed: a. Developer shall dispose of all surface waters originating within the subdivision, and all surface waters that may flow into the sub- division from adjacent lands. b. Developer shall improve all drainage easements by a culvert, storm drain or drainage channel of adequate size and type. c. Developer shall construct any drainage facilities necessary to protect property from surface run-off within and/or adjacent to the subdivision. d. Lots shall be graded so that surface waters drain towards a street adjacent to subject lot. e. Surface drainage shall not cross lot lines. f. Major and collector streets shall have a 10-foot dry lane on each side of the street centerline; residential collectors and residential streets shall have a 5-foot dry lane on each side of the street center- line. 11. Developer will construct adequate drainage culverts under Max Avenue within the San Diego Gas & Electric Company's right of way. An offsite easement shall be provided for drainage outlet facilities south of Unit 4. 13. Developer shall provide offsite sewer for northerly drainage area of Unit 3, Developer and Council shall arrive at a satisfactory understanding for a separate agreement for City participation. 14. Sewer connections shall not be allowed within the San Diego Gas & Electric Company's right of way. 15. All sewer and drainage facilities shall be accessible for maintenance. If necessary, access roads shall be provided. 16. Orange Avenue shall be improved with 28 feet of pavement and shoulder curb and gutter on both sides of street. Improvement of the center median strip together with curb and gutter and the adjacent 4 feet of pavement on each side will be the responsibility of the City. /G~ ~~ Bruce H. Warren, A.I.P.
