Subject: Approval of tentative subdivision map of Zenith III, PCS-74-8
On November 13, 1974 the City Planning Commission considered the
tentative subdivision map for Zenith III located at the northwest corner
of Palomar Street and Oleander Avenue. This subdivision contains 4.4
acres to be developed with 16 single family lots.
The Commission recommends approval of the tentative map subject to the
following conditions:
1. Prior to Council consideration of the tentative map the subdivider
shall submit letters to the City, with copies to the school districts,
indicating that the district requirements to insure adequate school
facilities will be complied with by the subdivider prior to the issuance
of any building permits.
2. The developer shall petition for the formation of an Open Space
Maintenance District, submit a map of the district and assessment roll
concurrent with submission of the final map. The Maintenance District
shall be formed to maintain the slopes along East Palomar Street in
lots 9-16 of Zenith III, and further, to include slopes in the SDG&E
easement and landscaping along East Palomar Street from the Zenith II
project in the same district. Assessments for maintenance of these
areas shall be charged against all 92 lots of Zenith II and III subdi-
visions. In the event the San Diego Gas and Electric Company acquires
fee ownership of the 200 foot wide easement, maintenance of the slopes
shall be their responsibility and will not be included in the Open Space
Maintenance District.
3. If it becomes necessary, a revised grading plan for Zenith II,
particularly for lots 48-59, shall be submitted in coordination with
the grading plan for Zenith III.

4. Landscaping and irrigation:
a. Landscaping of slopes at the rear of lots 9-16 fronting on
Palomar shall be coordinated with the landscaping in Zenith II;
in any case the landscaping shall consist of dense shrubbery and
trees and shall be installed in accordance with Grading Ordinance
#1455 and the City Landscape Policy. Slopes in lots 9-16 shall be
served by a fully automatic irrigation system. Landscaping and
irrigation shall be carried around the eastern slope on lot 16
adjacent to Oleander Avenue.
b. The subdivider shall be responsible for a period of one year
from the date of acceptance for the maintenance of all landscaping
and irrigation of the areas cited in 4 a, above. At the end of the
year the job will be reinspected and if found to be satisfactory
shall be turned over to the Open Space Maintenance District; if not
satisfactory, the one year responsibility of the subdivider may be
extended by action of the Planning Commission.
5. Fences and walls:
Concurrent with submission of the landscaping and irrigation plans, the
subdivider shall submit a design fora 5 ft. high block wall for the
rear of lots 9-16. The subdivider shall construct this wall at the top
of slope.
6. The CC&R's for the subdivision shall specify that walls or fences
built on lots shall either be at the top of the slope or at the bottom
of slope; in the latter case the lot shall be graded out level and a
retaining wall utilized.
7. Fire protection:
a. The fire flow requirements shall be 1,000 gpm for 2 hour
duration. If wood shingles are to be used, the fire flow shall be
increased an additional 500 anm.
b. Two fire hydrants shall be required. The fire hydrants used
shall have one 4" outlet and one 22".
c. Water supplies for fire protection shall be installed in operable
condition prior to the placement of combustible construction materials
on site. Hydrants shall be unobstructed at all times. Access to
hydrants and to within 150 feet of combustible construction materials
shall be provided and maintained at all times.
d. Change the name of "Oak Court" to a name that cannot be confused
with other streets.

8. The methods and facilities to handle onsite, street drainage,
and major drainage shall be subject to detailed approval by the City
Engineer. The developer shall meet with the City Engineer to determine,
if possible, a mutually agreeable extent and cost prorate for major
drainage facilities to be installed at the intersection of East Palomar
Street and Oleander Avenue.
9. Street lights shall be installed at locations approved by the City;
type and number to be determined at the time the final map and improve-
ment plans are submitted by the developer.
10. All utilities within the subdivision shall be undergrounded.
11. The subdivision boundary shall be tied to the Lambert Projection for
California Coordinate System, Zone 6, with a minimum of two points. A
listing of horizontal control monuments is on file in the office of the
City Engineer.
12. The developer shall comply with all sections of the Chula Vista
City Code which apply and are in effect on the date the City Council
approves the tentative map. Preparation of maps and plans shall be in
accordance with the provisions of the Subdivision Manual.
13. Required bond fees and charges:
