APPLICATION OF CITY OF CHULA VISTA
OVERHEAD ALLOCATION RATE
FISCAL YEAR 1987-88
For each dollar of salary cost, .94296 dollars will be added for overhead:
Example: Salary. rate = $12.50/hour
Charge = $12.50 x 1.94296 = $24.287/hour
DETAIL
Components of the additional $11,787 ($24.287 - $12.50)
Fringe Benefit Amount
$12.50/hour x 2,080 annual hours = $26,000.00
Fringe Benefit Rate = 28.036%
$ 7,289.40
$7,289,40 / 1,714 annual working hours: $4.253/hour for Fringe Benefits
Paid Time-Off Amount
$12.50/hour x 2,080 annual hours = $26,000.00
$26,000.00 / 1,714 annual working hours = $15.1691/hour
$15.1691/hour - $12.50/hour = $2.6691/hour for Paid Time-Off
City-Wide Overhead
$26,000.00 x .32071 = $8,338.50
$8,338.50/1,714 annual working hours = $4,865/hour for City Wide
Overhead
Summary of Components
Salary Rate/Hour $12.50/hour
Fringe Benefit Rate/Hour $4.253
Paid Time-Off Rate/Nour 52.669
City-Wide Overhead Rate/Hour $4.865
$11.787/hour
Total Charge T2z~T~l~//hour
Benefit Cost Factor: $4.253 / 512.50 = 34.023%
Paid Time-Off Factor: $2.669 / $12.50 = 21.352%
City-Wide Indirect Cost Factor = $4.865 / $12.50 = 38.919%
-2-
NOTE: The components enumerated above do not include departmental overhead
costs which would increase the overhead factor considerably - up to
nearly double or 13[/% to 140% instead of 94.294%.
To the best of my knowledge and belief, no doubling of rates or
charges have resulted from our calculations.

CITY OF CHULA VISTA DIRECT STAFF TIME
COST FORMULA
Components of Formula
(# of hours worked) (salary rate/hour) = salary cost for time worked = S
Note: S excludes breaks, vacation, etc.
(salary cost for time worked) (paid time off factor/hr worked) = direct salary
cost = {s)(1.21354)
(direct salary cost) (fringe benefit cost factor/direct salary dollar)
= direct fringe benefit cost

(direct salary cost) (City-wide indirect cost rate/direct salary dollar)
= City-wide indirect cost
= (s) {1.21354)(0.32071)
= {s} (0.38919)
Formula
Total = (direct salary cost) + (direct fringe benefit cost) + (City-wide

= (s} {1.21354) [1 + 0.28036 + 0.32071]
= (s) (1.21354) + (s)(.34023) + (s)(.38919)
: {s) (1.94296}
Application
For each dollar of salary cost for time worked, .94296 dollars will be added
for overhead.
Example: Salary rate = 12.50/hour
Charge = $12.50 x 1.94296 = $24.29/hour

BASED ON JANUARY, 1987 DATA
FRINGE BENEFIT FACTOR
Actual salaries and wages July, 1986 thru June, 1987 (includes Accounts 5101

Total $8,791,150
Fringe Benefits: All employee services accounts except 5101 and 5105
Less: Police & Fire Department fringes(l)
Total $2,464,700
Fringe Benefit Factor: $2,464,700 / $8,791,150 = 28.036%
PAID TIME-OFF FACTOR(2) (Averages provided by Personnel Department
records and excludes Fire & Police)
Annual Hours Available 2,080
Less:
Vacation - 2.8 weeks (average) (ll2)
Sick Leave - 6.5 days (average) (52)
Holidays - 11 days (88)
Daily Breaks - 1/2 hr/day (114) Total working days = 228
Annual Working Hours ~
Paid Time Off = 2,080 - 1,714 = 366 hours
Paid Time Off Factor: 366 / 1,714 = 21.3536%
(1) The retirement rate is higher for safety members and would distort
the fringe benefit factor, therefore, Police & Fire salaries and
benefits have been excluded from the calculation.
(2) Vacation Accumulation: 10 days annually during 1 st through 4th
year of service. During 5-15 year of
continuous service, 20 days per year.
