RESOLUTION NO. 7686
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA FINDING THAT THAT CERTAIN LANDSCAPING AND
IRRIGATION SYSTEM AT THE TdEW CHULA VISTA ANIMAL SHELTER
BE, AND THE SAME IS HEREBY EXCEPTED FROM THE REQUIRE-
MENTS OF SECTION 1109 OF THE CITY CHARTER AND THAT
COMPETITIVE BIDDING FOR THE ACQUISITION OF MATERIALS
AND EQUIPMENT A1`dD SERVICES FOR THE COMPLETION OF SAID
PROJECT IS IMPRACTICAL AND THAT SAID WORK MAY BE
PERFORMED MORE ECONOMICALLY BY CITY WORK FORCES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council, at its meeting of March 25, 1975
will appropriate funds, accept bids and award the contract for con-
structing the new Chula Vista animal shelter and for the installation
of landscaping and an irrigation system, and
WHEREAS, the Director of Public Works has recommended that
the City purchase the plant and irrigation materials and that City
forces, utilizing CETA personnel, install the landscaping and irri-
gation system at the animal shelter site, which will represent a
savings of approximately $6100 to the City if the City forces per-
form the work, and
WHEREAS, the estimated cost of said project has been pro-
vided by the Director of Public Works in the amount of $6,200, pro-
vided such work is accomplished through the use of City work forces,
and
WHEREAS, the City Manager having reviewed the recommen-
dations of the several department heads and examined the plan of
the project, has heretofore recommended to the City Council in
accordance with Section 1109 of the City Charter, that said work
can be performed better and more economically by the City with its
own employees and that competitive bidding should be waived.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that based upon the facts set forth hereinabove
and the recommendation of the City Manager of the City of Chula Vista
that the requirements of Section 1109 of the City Charter be, and
the same are hereby waived and the project as indicated hereinabove
be accomplished by the appropriate City forces and that competitive
bidding requirements be waived for the acquisition of necessary
materials and equipment which may be purchased in the open market.
BE IT FURTHER RESOLVED that said resolution may be adopted
by the affirmative vote of at least four members of the City Council
of the City of Chula Vista.
