HomeMy WebLinkAboutReso 1975-7657. `• RTSOLiJTION PTO. 7657 RESOLUTION OF THE CITY COUNCIL OF TTiE CITY OF CHULA VISTA OPPOSIr~G SB 275 - A NEW COLLECTIVE BARGAINING ACT FOR PUBLIC EMPLOYr2ENT The City Council of the City of Chula Vista does hereby resolve as follows: Tf7HEREAS, SB 275 has been introduced by Senator Dills provid- ing for a new and totally unwarranted concept of collective bargaining rights for public employees, and WHEREAS, said Bill would, among other things, provide a right to strike and binding arbitration rights, which rights would total- ly erode traditional and fundamental concepts of public service and create potentially chaotic conditions in every city in the state, and WHEREAS, the scope of bargaining would become unlimited and supervisory employees would be narrowly defined so as to permit v:.~_rtL.- ally all employees in the City to become a part of a bargain~_na ui7it, thus, virtually eliminat~nr management prerogatives, and W'.=iEREAS, the Legislature should ~~e abundantly aware of the current economic crisis which cannot be viewed as anything less than a severe recession with growing numbers of unemployed in the private sec- tor which not only decreases the capability of governments to maintain their budget responsibilities through taxation, but provides a glaring contrast between the relatively highly paid employees in the public sector with well-secured jobs to the desperate straits existing in the private sector. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the Senate Committee on Governmental Organi- zation be urged to reject as totally unacceptable SB 275 and to weigh carefully any measures relating to collective bargaining rights of public employees which would tend to ~.aork further detriments to the total economy and destroy the capability of municipalities to provide essential services. BE IT FURTHER RESOLVED that the City Clerk of the City of. Chula Vista be, and she is hereby authorized and directed to forward a certified copy of this resolution to all members of the Senate Com- mittee on Governmental Organization. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby authorized and directed to forward a certified copy of this resolution to Senator James nZills, President Pro Tempore of the Senate of the California Legislature.
