RESOLUTION OF THE CITY COTJNCIL OF THE CITY OF CHULA
VISTA ADOPTING BICYCLE ROUTES ELE~~IENT OF THE GEPdERAL
PLAN
The City Council of the City of Chula Vista does herebv
resolve as follows: `
WHEREAS, on September 7, 1971, the City Council adopted
P.esolution No. 6193 approving a system of bicycle routes for the
City of Chula Vista, and
IaHEREAS, since Chula Vista implemented its bicycle route
system, there has been a great deal of study done by all levels of_
government throughout the nation concerning funding and the guide-
lines and standards for bicycle routes, and
WHEREAS, the adoption of Public Utilities Code Section
99234 (eff.ective January 1, 1974) amended the Transportation Develop-
ment Act of 1971 and provided the 2~ of the Sales Tax Revenue deposited
in the Local Transportation Fund could be used for bicycle and pedes-
trian facilities, and
G7HEREAS, in August, 1974, a new section was incorporated into
the State Highway Design Manual, titled "Bike Routes (7-1000)", which
sets forth definitions, general design philosophy and design standards
for the construction of bicycle routes, which standards will be used
by the various agencies administering grants f.or the construction of
bicycle facilities to judge the adequacy of plans for bicycle routes,
and
WHEREAS, the Chula Vista Parks and Recreation Department,
with the assistance of the Public ,corks and Planning Departments,
prepared a proposed Bicycle Routes Element of the General Plan using
the newly-adopted State standards, and
WIiEREAS, the City Planning Commission considered the pro-
posed Bicycle Routes Element at a public hearing held on February 5,
1975, notice of which was given in the manner prescribed by law, and
based upon said hearing has recommended that the City Council adopt
said Bicycle Routes Element of the General Plan of the City of Chula
Vista, and
WIiEREAS, the City Council has heretofore held a public
hearing on February 25, 1975 to consider said recommendation and
has heard testimony relating to said element of the General Plan.
NO6~~, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby adopt the Bicycle Routes Element of
the General Plan of the City of Chula Vista, a copy of which is attached
hereto and incorporated herein by reference as if set forth in full.

NOW THEREFORE BE IT RESOLVED that the Planning Commission does hereby
approve the attached document entitled BIKE ROUTES, An Element of the General
Plan.
. BE IT FURTHER RESOLVED that the City Planning Commission recommends that
the City Council adopt said document as the Bicycle Routes Element of the General
Plan, City of Chula Vista. k

Section I
Background Information for
Bicycle Route Element

A. Introduction
• In Chula Vista, and throughout the United States, there is a renewed
interest in bicycling. People of all ages are cycling, not only for
recreation and physical exercise, but more importantly, as an alternate
means of transportation.
With the adoption of Resolution No. 6193 on September 7, 1971 the City
Council of Chula Vista indicated their desire to provide the bicycle
rider with a system of safe and convenient bicycle routes throughout
the City.
B. Bicycle Route - Standards
Since 1971 there has been a concerted effort on the part of government
agencies to establish guidelines and standards for bicycle routes.
In Play 1974 the County of San Diego formed an ad hoc "Bike Advisory
Committee" to establish .goals for a regional bicycle system. In July
1974 the cities in the County were invited to designate representatives
to this study group so there will be continuity in the implementation
of bicycle routes throughout the region.
In August 1974, as a result of a Ca1~Trans study, a new section was
incorporated into the State Highway Design Manual, titled "Bike Routes
(7-1000)." This section sets forth definitions, general design
philosophy, and design standards for the construction of bicycle routes.
These standards will be used by the various agencies administering grants
for the construction of bicycle facilities to'judge the adequacy of any
plans for bicycle routes. Therefore, those standards have been used in
this plan for Bicycle Routes for the City of Chula Vista.

C. The Map
The map of bicycle routes shows the major routes planned for the City and
the interconnecting routes on the County system. The remainder of the
bicycle system will consist of smaller connecting routes through the resi-
dential and commercial areas of the City.

Bicycle Route Policy

A. Introduction
The following objectives and policies will be utilized by the City of
Chula Vista to provide for the safe, convenient use of bicycles through-
. out the community for both recreational use, and as a viable alternative
to the automobile as a form of local transportation.
B.' Ob~ecti ves
1. To preserve, restore or provide the opportunity for a cyclist to ride
his bicycle to virtually any destination he may choose, to make the
bicycle a viable transportation alternative.
2: To provide a system of bicycle routes affording the cyclist the
maximum possible safety.
~ 3. To provide related facilities and services necessary to permit the
bicycle to assume a significant role as a form of local transportation
and recreation.
4. ~To foster the development of a system of interconnecting bicycle routes
throughout the County and region.
C. Policies
1. Locate bicycle routes along designated scenic highways wherever possible.
2. Connect cultural facilities, recreation areas, educational facilities,
major employment centers, and commercial areas by bicycle routes.
3. Encourage the provision of parking areas for bicycles at all cultural
facilities, recreation areas, educational facilities, major employment
centers and commercial areas, v
4. Separate bicycles and automobiles whenever it is economically and
physically possible to do so.
5. Locate bicycle routes so that they blend with the community and give

the rider a sense of spaciousness and visual excitement.
6. Design bicycle facilities as an integrated part of all subdivisions
~ and planned residential developments.
7. In planning any street improvement give consideration to the bicycle
as a potential part of the traffic mix, whether or not the street
includes a designated bike route.
8. Encourage commuter bicycling as a means to reduce air pollution and
traffic congestion.
9. Encourage the provision of space for carrying recreation and commuter
bicycles on public transportation systems.
10. Utilize public property, such as flood control channels and parks,
wherever possible for construction of bicycle routes.
D. C1 assi fi cati on of Bi cycle Routes

1. Shared Route - A shared route is a street identified as a bicycle
facility by "Bike Route"guide signing only. There are no special
lane markings and bicycle traffic shares the roadway with motor
vehicles.
2. Bike Lane - A bike lane is a lane on the paved area of a road for
preferential use by bicycles. It is usually located along the edge
of the paved area or between the parking lane and the first motor
vehicle lane. It is identified by "Bike Lane" or "Bike Route" guide
signing, special lane lines and other pavement markings, Bicycles
have exclusive use of a bike lane for longitudinal travel, but most
share the facility with motor vehicles and pedestrians crossing it.
Bike lanes should be one-way facilities. Two-way bike lanes are
generally unsatisfactory,

3. Bike Path - A bike path is a special pathway facility for the exclusive
use of bicycles, which is separated from motor vehicle facilities by
~ space or a physical barrier. A bike path may be on a portion of street
or highway right-of-way or on a special right-of-way not related to a
motor vehicle facility; it may be grade separated or have street
crossings at designated locations. It is identified with guide sign-
ing and also may have pavement markings.
E. Standards for Bicycle Routes
Bicycle routes and facilities within the City shall be constructed in
. conformity with that section of the California Highway Design Manual
titled "Bike Routes (7-1000)." In all cases when designing bicycle
facilities such publication should be referred to for up-to-date detailed

standards.
The shared route designation should be used only where traffic volumes
are relatively light and sufficient lateral space exists to safely accom-
modate the bicycle rider along with moving and parked vehicles properly
in the travelway.
Bike lanes should be used to provide for the one-way flow of bicycle
traffic in marked lanes with an effective 5-foot lane width. Bike lanes
should be utilized wherever vehicular volumes and/or speeds are such as
to preclude the safe use of a shared route and space limitations do not
permit .construction of a bike path.
_ Bike paths should generally provide for the one-way flow of bicycle
traffic, free of pedestrians along a paved pathway at least 5 feet wide
and separated by space or physical barrier from a paralleling highway or
street..
