HomeMy WebLinkAboutReso 1987-13284 RESOLUTION NO. 13284 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING ISSUANCE OF A COASTAL DEVELOPMENT PERMIT FOR THE SURFACING OF THE NATURE INTERPRETIVE CENTER ACCESS ROAD (EXCLUDING THE SOUTH LEVEE ROAD) WITH DECOMPOSED GRANITE The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has been certified by the California Coastal Commission; and, WHEREAS, the said LCP includes coastal development procedures determined to be legally adequate for the issuance of Coastal Development Permits and the City of Chula Vista has assumed permit authority of the Chula Vista Coastal Zone; and, WHEREAS, a public hearing was duly noticed and held on October 13, 1987, in accordance with said procedures; and, WHEREAS, the City Council of the City of Chula Vista, as "approving authority" has reviewed and considered the proposal for surfacing the Nature Interpretive Center access road (excluding the south levee road) with decomposed granite. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: A. The City Council hereby finds, based on the following findings, that the proposed surfacing for the Nature Interpretive Center access road (excluding the south levee road) with decomposed granite, is consistent with the policies of the Chula Vista Local Coastal Program. 1. Stabilization of the existing dirt road by placing and compacting decomposed granite onthe dirt surface will reduce the potential for siltation and erosion during the rainy Season. 2, The project is surrounded by private property and is in an area of limited public access. This project will not restrict public acess to any parks or recreation areas related to the waterfront. It will provide a stabilized driving surface for public vehicles permitted to transport visitors to the Bayfront Nature Interpretive Center which provides wetland resource information and education to the public. Statewide and regional interpretive guidelines have been reviewed and the proposed project has been found to be in conformance with the public access and public recreational policies of Chapter 3 of the Public Resources Code. 3. Project boundaries have been restricted to preclude the operation of mechanized equipment within 50 feet of a wetland which will avoid impacts to those resources. B. The City Council of the City of Chula Vista hereby authorizes the issuance of Coastal Development Permit No. 30. Presented by Approved as to form by / ~,Paul ,.
