RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA OPPOSING P,B 337 RELATING TO REVENUE LIMITS
REPLACING TAX RATE CEILINGS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, AB 337 introduces for the first time a curb
imposed by the Legislature upon the revenue increases of local
municipalities related to the annual cost of living increases and
population adjustments, and
WHEREAS, in terms of potential hard dollar revenues losses
as far as the City of Chula Vista is concerned, the enactment of such
legislation could result in a loss of over one million dollars annual-
ly, and
WHEREAS, the City Council of the City of Chula Vista fully
recognizes and sympathizes with the hardship sometimes imposed upon
homeowners by a substantial one year increase in assessed valuation
and such hardship must be balanced against the real needs of the total
community for adequate revenues to provide required services, and
WHEREAS, even the prospect of relief for the homeowner
promised by AB 337 is somewhat illusionary since the greatest bene-
factor would obviously be commercial and income properties, and
WHEREAS, the concepts embodied in AB 337 would greatly re-
strict the flexibility and capability of our elected officials in
balancing budgets and providing necessary services, and
WHEREAS, unlike the federal government which can continue
to operate through deficit spending and accept a deliberate reduc-
tion in revenue by rebate to the taxpayers, municipal governments
in California must operate on a pay as you go basis and cannot,
except under very limited circumstances, borrow monies with the
expectation of payment from future revenues, and
WHEREAS, this bill would be the single most devastating
piece of legislation to the concept of home rule ever promulgated
by the State Legislature.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby urge the Legislature to defeat AB
337.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and she is hereby directed to forward a certified
copy of this resolution to all members of the San Diego County
Legislative Delegation.
