Ordinance - Approving Johnson Annexation

A. Request.
Director of Planning
The applicant has requested annexation of 2.4 acres to Chula Vista for the? purpose
of obtaining comprehensive city services. The subject property is located at the
north end of Camino del Cerro Grande (see attached exhibit).
B. Access.
The subject property is accessible only from Camino del Cerro Grande. Thy City
currently owns a one foot control lot at the end of Camino del Cerro Gran e. However,
on August 13, 1974 City Council authorized dedication of the one foot con~rol lot on
condition that the church annex the subject property and complete cul de lac improve-
ments at the end of Camino del Cerro Grande.
C. Initial Study. .
An Initial Study (IS-74-45) of possible adverse impacts of this project was conducted
by the Environmental Review Committee on September 12, 1974. The Committee concluded
that there would be no significant impacts and issued a Negative Declaration; no
appeal was filed and the Negative Declaration became final on September 27, 1974.
D. Prezoning.
An ordinance approving prezoning of the subject property to R-E-P was applroved by
Council on December 10, 1974.

The Planning Commission recommended approval of
Department Head P.ecommendation: problems associated with the development! of the
property as discussed under paragraph F can be resolved at the time of delvelopment
under the "P" Precise Plan Modifying District. Adopt an ordinance annexing the
property and a resolution requesting withdrawal from the Bonita-Sunnyside Fire
Protection District.

E. LAFCO Action.
LAFCO approved the annexation on January 6, 1975. The City has 100 consent of
the owners of the property to the annexation and LAFCO has authorized thejCity
to annex the territory without public hearing and election as provided in'
Government Code Sec. 54797.1.
F. Services.
In regard to the City's ability to provide services to the property, the following
comments were received:
1. Police Department:
The Police Department anticipates no problems in providing service to'~,the property.
2. Fire Department: ',
The Fire Department will be able to provide fire protection service floc this
annexation with no increase i'n personnel or equipment.- However, thejfollowing
concerns have been expressed by the Department:
a. Provision will have to be made to enable fire vehicles to negdtiate the
turn from Camino del Cerro Grande onto the easement access road tp the
1 westerly property.
b. Provision will have to be made to enable fire vehicles to turd around on
•..the subject parcels.
c. If adequate access and water pressure do note~~ist, afire hydrant will
-fiave to be installed on or near the subject prop y
3. Public Works Department: I,
d. Surface drainage is discharged from Camino del Cerro Grande onto the
subject property. Development of~the property must include adequate
provision for such drainage.
b. Gravity sewer service to this annexation is physically possible through
construction of an extensive length of offsite sewer through unincorporated
area to a point of connection with the Spring Valley Outfall Trunk Sewer.
Accomplishment of such service ~rould involve dedication of right~lof way
and construction of public sewer from the annexation site to the ttrunk
sewer. Some form of negotiation and agreement would be necessary) between
the City and Spring Valley Sanitation District in order to establ'~ish mainten-
ance responsibility, capacity rights, etc. The City ti•~ill not pe rnnit sewer
service to be achieved through a shared private facility.
