RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA RATIFYING THE DECLARATION OF A
LOCAL EMERGENCY DECLARED AS A RESULT OF THE
SEPTEMBER 8, 2011, SOUTHERN CALIFORNIA REGIONAL
ELECTRICAL POWER OUTAGE, WHICH INCLUDED THE
COUNTY OF SAN DIEGO AND CITY OF CHULA VISTA,
ISSUED BY THE DIRECTOR OF EMERGENCY SERVICES
OF THE CITY OF CHULA VISTA AND EXTENDING THE
DECLARATION UNTIL SEPTEMBER I5, 2011, AT 2:00 PM
WHEREAS, California Government Code section 8630 authorizes local agencies to
proclaim a local emergency when such events occur as defined by California Government Code
section 8558(c); and
WHEREAS, Chula Vista Municipal Code section 2.14.080(A) empowers the Director of
Emergency Services for the City of Chula Vista (City Manager; hereinafter "Director of
Emergency Services") to proclaim a declazation of local emergency and requires that such
declaration be ratified by City Council at the "next regulazly scheduled council meeting held
after the date of the proclamation;" and
WHEREAS, the Director of Emergency Services does hereby find:
1. That conditions of extreme peril to the safety of persons and property have arisen with
the City of Chula Vista caused by the September 8, 2011, Southern California regional
electrical power outage, which included the County of San Diego and the City of Chula
Vista; and
2. That these conditions are likely to be beyond the normal control of the services,
personnel, equipment, and facilities of the City of Chula Vista; and
3. That the City, as a result of those conditions, activated its Emergency Operations Center;
and
4. That City staff has taken and continues to take appropriate action(s) to meet those
conditions; and
WHEREAS, County of San Diego faced with the same conditions, also declared a state
of emergency, which also included the City of Chula Vista and other cities within the County;
and
WHEREAS, the Director of Emergency Services issued a Declaration of Local
Emergency on September 9, 2011, effective September 8, 2011 and City Council was not in
session when such declaration was issued; and
WHEREAS, the aforementioned Declaration of Local Emergency is set to expire on
September 15, 2011, at 2:00 p.m..

NOW, THEREFORE, based on the facts and circumstances set forth above, the City
Council of the City of Chula Vista hereby resolves as follows:
1. The Declaration of Local Emergency issued by the Director of Emergency Services is
hereby ratified.
2. The aforementioned Declaration of Local Emergency shall expire on September 15,
2011, at 2:00 p.m., unless otherwise lawfully extended, or terminated earlier by the
Director of Emergency Services.

NOW, THEREFORE, based on the facts and circumstances set forth above, the Director of City of
Emergency Services of the City of Chula Vista hereby declares:
1. A local emergency is hereby declared, effective September 8, 2011.
2. The aforementioned local emergency shall expire seven days From its effective date, unless
otherwise lawfully extended, or terminated earlier by the Director of Emergency Services.
