ITEM TITLE: Resolution - Authorizing Reduction in Fiscal 1975 Local
Transportation Fund Claim by San Diego
Transit Corporation

On February 12, 1975, the City received a written request from San
Diego Transit Corporation for a resolution authorizing reduction in
Local Transportation Fund support for Fiscal Year 1974-75. This
action was taken as the increased level of Route "0" service (South
Bay Limited) will not be implemented before June 30, 1975.
The above request was considered at the Council Meeting of February 18,
1975. At that time, the Council expressed displeasure over not having
the express bus service and desired an explanation as to why it had
been eliminated. On February 25, 1975, Mr. Gregory Cox, Chula Vista's
SDTC Board representative, and Mr. Claude Page, Transit Coordinator,
appeared before Council to provide information on the issue.
The primary reasons given by Mr. Page and Mr. Cox as to why the
promised service had not been implemented were:
1. Delivery of ordered buses was delayed several months beyond
original schedule.
2. Legal action by Greyhound prevented activation of the "express"
until an out of court settlement early in this calendar year.
3. Projections of operating expenses had underestimated the rate
of inflation resulting in a hold on service extensions effective
February, 1975.

claim due to nonperformance.

~n~essence, San Diego Transit claims that a series of interdependent
events has prevented compliance by the bus company with their agree-
ment with the City. Though this state of affairs is unsatisfactory,
it does not appear alterable. Decisions were made by SDTC based
upon circumstances and information existing at the time.
The City has been assured that resolution of the critical South Bay
Transit situation remains of top priority in the SDTC Action Plan.
The issue will again be addressed in contract negotiations for the
coming fiscal year.
