[ 11 ] CHULA VISTA CITY COUNCIL MEETING OF: March 25, 1975 ITEM TITLE: Resolution - Waiving Formal Bid Requirements and Authorizing City Forces to Install Landscaping and Irrigation System at the New Chula Vista Ani al .Shelter INITIATED BY: Director of Public Works/City Engineer I,~ BACKGROUND The City Council, at its meeting of March 25, 1975, will appropriate funds accept bids and award the contract for constructing the new Chula Vista animal shelter and for the installation of landscaping and an irrigation system. I am recommending that the City purchase the plant and irrigation material and that City forces, utilizing CETA personnel, install the landscaping and irrigation system at the animal shelter site. This will represent a savings of approximately $6100 to the City if the City forces perform the work. Section 1109 of the City Charter provides that the City Council may except projects from the requirements of that section when recommended by the Cit Manager because the project work may be performed better and more economically by the City with its own employees. The City Landscape Planner has prepared landscape and irrigation plans, specifications and cost estimate for landscaping the animal shelter site. The estimated cost of doing this work with City forces, including contingencies, is $6200. The contractor is expected to commence work on the construction of the new Chula Vista animal shelter on April 28, 1975 and complete his work by September 24, 1975. The City can proceed with the purchase of materials so that City forces can install the landscaping and irrigation system as soon as the contractor completes his work.
