ITEM TITLE: Joint Resolution Stating Local Positions on the Proposed Federal
Wildlife Preserve Associated with the Sweetwater River Flood
Control Channel/Route 54 Construction Project

Since July 1974, City staff has been participating in meetings with representa-
tives from Federal, State and local agencies involved in the Army Corps of
Engineers' Sweetwater River Flood Control Channel Project regarding associated
environmental problems. There has been little progress toward achieving a
mutually acceptable approach to offsetting adverse environmental impacts
created by the project to date.
The latest position stated by the Federal wildlife agencies calls for cancella-
tion of local improvement plans for areas without consideration of the local
impact of such activities. In our case, the discussion has centered around
the Gunpowder Point Area, which is the heart of our Redevelopment Plan. .The
City of National City and the San Diego Unified Port District find themselves
in similar positions relative to areas under their jurisdiction.
The staffs of the City of Chula Vista, the City of National City, and the
San Diego Unified Port District feel that the time has come to request fgrmal
action on the part of the respective legislative bodies stating opposition to
any program calling for mitigation and preservation which does not take into
account locally adopted plans and which limits the local agency's ability to
take advantage of future changes in existing legislative controls.
