Community Development Director State law provides that another public entity may provide housing authority services for jurisdictions not desirous of establishing their own. Within the next few months, the City of Chula Vista will be eligible for Title TI, Section 8 Funds as designated by the Community Development Act of 1974. Desrochers, Community Development Director ~ M• FRO SUBJECT: Designation of the County of San Diego as the Housing Authority Staff has researched the question of the best utilization of the Section 8 Funds for housing assistance. We have attempted to weigh the factors so that in the long run, those eligible residents in the City will be able to receive the benefits that they are entitled to. Three alternate methods for the implementation of the housing program have been v~eighed. They are as follows: I. City of Chula Vista, Actinq_as its Own Authority Advantages 1. Local control; 2. The insurance of the implementation of housing goals of the City. Disadvantages 1. Some administrative costs would have to come from the General Fund, as well as from HUD, due to a 3% limitation for such costs; 2. Additional staff would have to be hired; 3. It would not be a regional approach to housing. II. City of San Diego,Rcting as the Housing Authority for the City of Chula Vista Advant_ ac~_es 1. They have an existing, experienced staff; 2. The City of San Diego already contracts to handle relocation services for Chula Vista. -~ ;. ^ I•• -2- Di sadvanta~es 1. The City of San Diego would net be able to absorb the additional adminis- trative costs; 2. This would not be a total regional approach; 3. There is no guarantee that the City of San Diego would incorporate all of our City's housing assistance goals. III. County Acting as the Housing Ruthority for the City of Chula Vista Advantages 1. Since HUD only allows three percent of total annual rental for administra- tive costs, the County has stated they would absorb certain additional administrative costs through the utilization of existing County facilities; 2. The Welfare Department could do income certification for eligibility housing assistance payments; 3. HUD stressed the regional approach to housing, which the County could provide; 4. There is a potential, should other cities join the County, of having a well trained staff. Disadvantages l.. Since the Board of Supervisors serves as the County Housing Authority, there would be no Chula Vista representation on a housing advisory board; 2. Administrative difficulties are evident within the County at this ',time, because of the lack of a full time, trained staff. Conclusion Staff is cognizant of the fact that some regional cooperative efforts have taken advantage of the City. We are somewhat reluctant to recommend going with another body outside of the City. However, due to the nature of the program and the 'need fora regional approach, a trial period 4vith another body should be considered. Recommendation It is recommended that the City of Chula Vista ask the County Board of Supervisors to . serve as its Housing Authority for a period ending June 30, 1976. During this time, if the City is not well served, then plans would be formulated to establish our own authority. i
