A. Request.
Ordinance - Approving Johnson Annexation
Resolution - 4Jithdrawing the Johnson Annexation from the Bonita-Sunnyside
Fire Protection District

The applicant has requested annexation of 2.4 acres to Chula Vista for the purpose
of obtaining comprehensive city services. The subject property is located at the
north end of Camino del Cerro Grande (see attached exhibit).
B. Access. ',
The subject property is accessible only from Camino del Cerro Grande. Tt1e City
currently owns a one foot control lot at the end of Camino del Cerro Grande. However,
on August 13, 1974 City Council authorized dedication of the one foot control lot on
condition that the church annex the subject property and complete cul de ;sac improve- ..
ments at the end of Camino del Cerro Grande.
C. Initial Study.
An Initial Study (IS-74-45) of possible adverse impacts of this project vas conducted
by the Environmental Review Committee on September 12, 1974. The Committee concluded
that there would be no significant impacts and issued a Negative Declaration; no
appeal was filed and the Negative Declaration became final on September 27, 1974.
D. Prezoning.
An ordinance approving prezoning of the subject property to R-E-P was approved by
Council on December 10, 1974.

E. LAFCO Action.
LAFCO approved the annexation on January 6, 1975. The City has 100 consent of
the owners of the property to the annexation and LAFCO has authorized the City
to annex the territory without public hearing and election as provided irk
Government Code Sec. 54797.1.
F. Services.
In regard to the City's ability to provide services to the property, the !following
comments were received:
1. Police Department: .
The Police Department anticipates no problems in providing service t~ the property.
2. Fire Department:
_ The Fire Department will be able to provide fire protection service i~or this
annexation with no increase rn personnel or equipment.- However, the following
concerns have been expressed by the Department:
a. Provision will have to be made to enable fire vehicles to negotiate the
' turn from Camino del Cerro Grande onto the easement access road t~ the
westerly property.
. b. Provision will have to be made to enable fire vehicles to turrh around on
'.the subject parcels.
c. If adequate access and water pressure do not exist, afire hydrant will
have to be installed on or near the subject property.
3. Public Works Department:
a. Surface drainage is discharged from Camino del Cerro Grande onto the
subject property. Development of the property must include adequate
provision for such drainage.
b. Gravity sewer service to this annexation is physically possib~e through
construction of an extensive length of offsite sewer through unin orporated
area to a point of connection with the Spring Valley Outfall Trun~ Sewer.
Accomplishment of such service would involve dedication of right pf way
and construction of public sewer from the annexation site to the "trunk
sewer. Some form of negotiation and agreement would be necessarylbetween
the City and Spring Valley Sanitation District in order to establish mainten-
ance responsibility, capacity rights, etc. The City will not permit sewer
service to be achieved through a shared private facility.
G. .Withdrawal from Fire District.
To avoid dual charges for fire protection services, the territory knou~mas the
Johnson Annexation should be withdra~vn from the Bonita-Sunnyside Fire P-~otection
District under provisions of Section 13952 of the Health and Safety Code; as a
subsequent withdrawal related to the annexation.
H. Action Requested.

Adopt a resolution withdrawing the Johnson Annexation from the Bonita-Sunnyside
Fire Protection District and authorize staff to submit this withdrawal to the Clerk
. of the Board of Supervisors.
