RESOLUTION N0. 8022
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA SUPPORTING CONSTRUCTION OF THE
SWEETWATER RIVER FLOOD CONTROL CHANNEL PROJECT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, on April 6, 1965 the Council, by Resolution
No. 3668, endorsed and supported the Sweetwater River Flood Control
project and requested the Board of Supervisors of the County of
San Diego to give the assurances required by the government of
the United States to provide the local cooperation necessary for
the construction of the project, and
WHEREAS, on April 20, 1965 the County Board of Super-
visors, by Resolution No. 60, provided the government of the United
States said assurances of local cooperation required at that time,
and
WHEREAS, substantial revisions to the project scope
envisioned in April, 1965 have been accomplished to include pro-
visions for recreation and mitigation of project effects, and
WHEREAS, the City Council of the City of Chula Vista,
acting pursuant to the California Community Redevelopment Law,
caused a Redevelopment Agency to be formed, and
4~HEREA5, said City Council and Redevelopment Agency
have caused to be adopted a Bayfront Redevelopment Project which
encompasses a portion of the land included within the Sweetwater
River Flood Control Project, and
WHEREAS, said Redevelopment Plan contemplates develop-
ment and redevelopment within the project area consistent with
the Sweetwater River Flood Control Project, together with the
revisions to include provisions for recreation and mitigation
of project effects, and
WHEREAS, said Redevelopment Plan provides means for
local cooperation by the Chula Vista Redevelopment Agency for
the construction of the project, and
VdHEREA5, the government of the United States now requires
additional detailed assurances of local cooperation by the County
Board of Supervisors.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Chula Vista supports and endorses the Sweetwater
River Flood Control project, including the provisions for rec-
reation and mitigation of project effects.
BE IT FURTHER RESOLVED that the City Council requests
the Board of Supervisors of the County of San Diego to give all
necessary additional and detailed assurances required by the
government of the United States to provide the local cooperation
necessary for the construction of the project.
BE IT FURTHER RESOLVED that the City Council reaffirms
its policy and intent, acting by and through the Chula Vista
Redevelopment Agency, to enter into negotiations prior to actual
construction for equitable apportionment of costs to each local
agency, including the County, for betterments, utilities, irriga-
tion, drainage, recreation, and mitigation of project effects that
are a part of the project which State or Federal agencies declare
the costs beyond their responsibility.
BE IT FURTHER RESOLVED that the City Clerk of the City
of Chula Vista be, and she is hereby directed to forward a certi-
fied copy of this resolution to the Board of Supervisors, County
of San Diego.
