Public hearing - Consideration of Bicycle Routes Element of the General Plan

The City Council first became concerned about providing facilities for the bicycle
rider in 1971. On September 7, 1971 the City Council adopted Resolution No. 6193
approving a system of bicycle routes for the City of Chula Vista. Subsequently
the Council appropriated the funds to have the bicycle routes signed and striped
for use.
Since Chula Vista implemented its bicycle route system there has been a great deal
of study done by all levels of government throughout the nation concerning funding
and the guidelines and standards for bicycle routes.
STUDY BY STATE
In August, 1974 as a result of a study by the California Department of Transporta-
tion, a new section was incorporated into the State Highway Design Manual, titled
"Bike Routes (7-1000)". This new section of the manual sets forth definitions,
general design philosophy and design standards for the construction of bicycle routes.
These standards will be used by the various agencies administering grants for the
construction of bicycle facilities to judge the adequacy of plans for bicycle routes.
FUNDS AVAILABLE
The adoption of Public Utilities Code Section 99234 (effective January 1, 1974)
amended the Transportation Development Act of 1971 and provided that 2% of the
Sales Tax Revenue deposited in the Local Transportation Fund (LTF) could be used
for bicycle and pedestrian facilities. Adoption of the Element is the first step
in the process of applying for funds.

Financial Statement:
Commission-Board Recommendation: On February 5, 1975 the Planning Commission by
a 5-1 vote adopted a motion approving the Bicycle Routes Element of the General Plan
and a recommendation that the City Council adopt it as an Element of the General Plan
of the City of Chula Vista.

Therefore, the Parks and Recreation Department, with the assistance of the Public
Works and Planning Departments, has prepared a proposed Bicycle Routes Element of
the General Plan using the newly-adopted State standards.
ENVIRONMENTAL REVIEW
The proposed Bicycle Route Element was considered by the Environmental Review
Commiteee on January 16, 1975. A Negative Declaration was issued which became
final on February 3, 1975.
THE ELEMENT
The proposed Bicycle Routes Element presents in map form the major bicycle routes
for the City of Chula Vista and sets forth the policies and standards that will be
used by the City of Chula Vista to provide a comprehensive, safe system of bicycle
routes throughout the city.
IMPLEMENTATION PROGRAM
To implement the Bicycle Routes Element and to prepare the material necessary to
submit claims for Local Transportation Fund 2% Bicycle Money, the next phase of the
bicycle route planning program will involve the development of a capital improve-
ment program which will include the following:
1. Cost estimates for the various routes.
2. Proposals for those routes to be constructed as soon as funds are
available.
3. Possible future extensions and their timing.
4. Proposals for increasing the safety at various intersections on the routes.
