Therefore, the Community Development Department is beginning to function as a department. Staff requirements, utilizing staff from Administration, will become more of a burden as we enter the time for the preparation of the annual City budget. It is, therefore, appropriate to take steps to provide the independent operation of this group. The attached memo from the Director of Redevelopment Operations outlines proposals to accomplish this. Desrochers, Director of Redevelopment Operations SUBJECT: Community Development Operational Needs .Background From its inception, the Community Development effort has been operating as a division of Administration. This arrangement proved an effective means of organizing procedures and guidelines preparatory to the implementation of specific programs. These on-going activities now have become a permanent function of the City's operation, thereby making it no longer feasible to borrow equipment and clerical support from Administration. Full-time.clerical assistance, office equipment, and permanent space is now requested. Budget Capabilities Adequate funds for the purpose of establishing the Community Development operation have been set aside in the current year's budget. In addition, programs attributed to the Bayfront and Block Grant will reimburse the City's General Fund far their proportionate share of the cost. Office Space Office space is required, including a small conference room, in order to properly discuss matters with developers, property owners, and other interests. This space is most important when considering the land marketing program for the Bayfront Project that we have now begun. Presently, staff is utilizing the Administrative Conference Room as a makeshift office for two interns and the Community Development Coordinator, as well as two other Administrative offices that are now required by CETA personnel. In order to remedy the situation, staff has investigated the possibility of: 1. Utilizing other space in the Civic Center; 2. Leasing office space in the immediate vicinity of the Civic Center; 3. Leasing a mobile office which could be placed in the Civic Center area. Under the present circumstances, there is no other space available in the Civic Center. Contact tivith firms leasing mobile office space indicates that a trailer containing 1,000 square feet leases for 3712 per square foot per month. In addition, a minimum $500 fee would be charged for set-up and associated costs, which raises the rate per square foot to approximately 41~ a month. Staff has also investigated the possibility of leasing space in the office building at 315 Fourth Avenue and the Chamber of Commerce Offices. _, i9 _ - Page Two - Equipment Desks, chairs, typewriters, etc., that are being utilized in the Community Development function are all borrowed from Administration. U1ith the additional positions available from CETA, most of the equipment has to be returned to Administration; what is not needed would, however, be retained. In conferring 4vith the Purchasing Agent and suppliers, from $3,000 to $~~,000 will be required to outfit an office. The exact amount will depend upon discounts and the availability of used equipment. Personnel As in the aforementioned areas, the Community Development effort has been utilizing clerical support from the Administrative Office. With the recent addition of redevel- opment related assignments, this use of Administration's time is becoming less feasible. For example, relief on the City's switchboard has required assistance from other depart- ments, thereby impacting their operation. The addition of a Stenographer to the existing Community Development staff effort will relieve this situation, as well as provide adequate clerical support. All other staff requirements will be provided under theā€¢Federal manpower assistance programs. Although funds are available within the existing budgetary constraints of the Community Development effort to support this request, it is necessary to amend the 1974-75 General Services position count. Department Status In order to properly budget for f fiscal year 1975-76, it is proposed that the Community Development operation that is now under Administration be given departmental status. In this manner, all costs associated with Community Development activities, specifically the Community Development Block Grant, the Bayfront Project, the Third Avenue study, the South Bay Courts, and otf~er studies designated by the Council, can more readily be identified in the budget process through the assignment of the appropriate accounting structures at this time. Recommendations 1. The City Council direct the City Manager to negotiate tl~e most favorable lease with either the owner of the office building located at 315 Fourth Avenue, or with the Chamber of Commerce for space in their offices, and return such lease agreement to the City Council meeting of February 25, 1975. 2. The City Council authorize the City P~1ananer to expend funds not to exceed $4,000 for the purchase of office equipment, in accordance ~vith established City policy. 3. The Council approve the request for one (1) Stenographer position by adopting the attached resolution; no additional funds are requested. 4.
