[ 1 0 ] CHULA VISTA CITY COUNCIL MEETING OF: February 11, 1975 ITEM TITLE: Resolution - Adopting "Design Criteria for Hillside Development" Manual INITIATED BY: Director Of Planning uorur_unirnm 1. The subject manual has been prepared to supplement the Hillside Development Policy adopted by Council on November 20, 1973. The manual constitutes a pictorial representation of the design principles expressed in the policy and will be used as a hand-out to persons interested in development in the hill areas. 2. Although this matter does not require a public hearing, all interested parties who were noticed upon Council consideration of the Hillside Modifying District, have been notified of this meeting. 3. Please refer to attached report to the Planning Commission on January 22, 1975 for staff comments. Department Head Recommendation: Concur City Manager Recommendation: Concur 7633 l~ RESOLUTION PCPl-74-23 RESOLUTION OF THE CITY PLANNING COMMISSION REC0~4MENDING TO THE CITY COUNCIL TI1E ADOPTION OF THE "DESIGN CRITERIA FOR HILLSIDE DEVELOPMENT" MANUAL EXHIBIT 3 WHEREAS, the City of Chula Vista adopted the Hillside Development Policy on November 20, 1973, and WIiEREAS, the purpose of the policy is to supplement the Hillside Development Ordinance by setting forth design criteria, and WHEREAS, to better implement and explain the design criteria, the staff was directed to prepare a manual on "Design Criteria for Hillside Development," and WHEREAS, the City Planning Commission set the time and place fora public hearing to consider adoption of the "Design Criteria for Hillside Development" manual, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., January ?_2, 1975, Council Chamber, Civic Center, 276 Fourth Avenue, before the Planning Commission, and said hearing was thereafter closed. NOW THEREFORE BE IT RESOLVED that the Planning Commission of the City of Chula Vista recommends to the City Council the adoption of the "Design Criteria for Hillside Development" manual as attached hereto. DACI:GROl1fJD 1. The City Council adopted the "Hillside Development Policy" on Noveni{~er 20, 1973. The purpose of the policy is to supplement the Hillside Development Ordin- ance by setting forth certain design criteria. In order to better implement and explain these criteria, staff has prepared for Planning Commission and City Council consideration the enclosed manual, "Design Criteria for Hillside Develop- ment." This document presents in graphic form the City's adopted written criteria. 2. The proposed amendment is categorically exempt from the provisions of CEQA, 1970, as amended, since it essentially duplicates, in graphic form, the "Hillside Development Policy," for which an Environmental Assessment (EA-73-50) was prepared and a Negative Declaration made on August 3, 1973. 6. DISCUSSION 1. The proposed "Design Criteria" have been reviewed by the City Quilding and Housing, Fire, and Public Works Departments, and by the utility companies serving the Chula Vista area. The enclosed draft manual represents the results of one joint meeting and two revisions. Since the manual, as noted, duplicates what has already been adopted, but in graphic form, it was not considered necessary to hold joint meetings with developers and land o~:~ners. These f~arties here, nevertheless, notified of this public hearing. 2. The manual consists of graphic illustrations and accomt~anying explan- ations of hillside design techniques. It also includes a c{-peck list for use by designers and staff in evaluating a project. The manual is largely self- explanatory and need not be further explained in this report; instead the staff will be ready to ans~•der any questions at the meeting. In addition, staff will. present examples of desirable hillside development techniques used in approved or completed developments. C. RECOMf1ENDATION Adopt a motion recommending that the City Council amend the Hillside Development Policy, adopted by Council Resolution X703£3, by adding thereto the "Design Criteria for Hillside Development" manual. ~~~ ~~ ;
