SUBJECT: Authorization to Negotiate Leases for Vehicles to
Support CETA Title VI Personnel
IT IS REQUESTED THAT THIS ITEM BE ACCEPTED BY UNANIMOUS CONSENT
FOR THE COUNCIL MEETING OF FEBRUARY 4, 1975
I have been advised by the Acting Director of Public Works that
a total of 6 additional vehicles are required for the support of
the CETA Title VI personnel. These vehicles include two 5-ton
dump trucks, one 1-ton dump truck, one 1-ton flat bed truck,
one 6-man crew cab pick-up and one 3/4-ton pick-up. In addition,
four jack hammers with attachments are required.
This increase in vehicle requirements has been precipitated by a
very recent change in the CETA funding level (reference Agenda
Item #3). This funding increase has doubled the number of CETA
employees in the Public Works Department. This increase in
personnel will permit the Public Works Department to provide a
much wider range of City services than has previously been pro-
vided. However, this increase in services cannot be provided
without the proper equipment and vehicles.
CETA regulations do not permit the outright purchase of vehicles
with CETA funds. However, the regulations do permit the leasing
or lease-purchasing of vehicles with CETA funds. Therefore, the
Public Works Department proposes to lease or lease-purchase the
vehicles listed above, plus the four jack hammers.
The hire-on date for CETA Title VI personnel is February 21, 1975.
It is essential that the required vehicles be on hand at that time.
Normal procedures require the City to solicit bids for the leasing
of the required vehicles. However, if the City were to go to bid
for these vehicles it would be impossible to have them on hand by
February 21, 1975.
Therefore, authorization is requested from City Council to negotiate
the leases for these vehicles instead of going to bid. Chula Vista
City Code Section 2.509 permits the negotiation of the leases with
Council approval. Once the leases have been negotiated, the Public
Works Department will submit the leases to City Council for approval.
