ITEM TITLE: Resolution - Accepting Bids and Awarding Contract for the
Renovation of Shuffleboard Courts at Memorial
Park

The City Council, by minute action on May 28, 1974, approved the recom-
mendation that the shuffleboard courts at Memorial Park be rerpovated for
$8,000. It is understood, in accordance with the recommendat~.ons of the
Parks & Recreation Commission that upon renovation of the shuffleboard
courts, the courts are to be open for play to all citizens of 'the City
of Chula Vista.
The Director of Public Works received bids on Thursday, January 16, 1975
at 11:00 A.M. in the City Council chambers. Bids were submitted by three
contractors. The lowest responsible bid was submitted by T. $. Penick
& Sons in the amount of $12,958. The lowest responsible bid exceeds the
original estimate for renovating the shuffleboard courts by $4,958 or 620.

The lowest responsible bid includes City forces performing all demolition
work of the existing structures. The contractor will do all the new
construction, which includes the resurfacing of two courts, the re-
striping of the 4 courts, the removal and reconstruction of the slab
around the existing courts, the construction of roofs on each'end of the
courts and the construction of storage cabinets at one end of ', the courts.

Commission-Board Recommendation:
The Parks & Recreation Commission recommended the renovation Of the
entire Memorial Park shuffleboard complex and that the courts',be open
for play to all citizens of Chula Vista and not be dedicated ~o the

1. City Council accept bids and award contract to the lowest responsible
bidder, T. B. Penick and Sons in the amount of $12,958.
2. City Council appropriate the sum of $6,250 from the unappropriated
reserve of the General Fund. ',
3. City Council authorize the expenditure of $14,250 from Account No.
61-7001-PR-1-73 to renovate the shuffleboard courts at Memorial Park.
City Manager Recommendation:
The cost picture is higher than anticipated due to the specifications requiring a
"true finish" on the concrete playing surface.

The original estimate of $8,000 to renovate the shuffleboard
courts was based upon informal bids received by the Director of
Parks & Recreation during the first part of 1974. During the
preparation of plans and formal contract documents, it was
determined that additional work should be included in the contract
to give the shuffleboard courts a pleasant appearance and to
ensure that additional maintenance work would not have to be
performed for several years following completion. The increase
in contract cost of $4,958 over the original estimate can also
be attributed to the increase in cost of materials and labor
during the past 12 months. The Department of Public Works is
of the opinion that the lowest responsible bid of $12,958 is the
best bid that can be obtained.
The Director of Parks & Recreation concurs with the recommendation
of the Director of Public Works that the contract be awarded to
T. B. Penick & Sons, Inc. in the amount of $12,958.
