[ ,q. ] CHULA VISTA CITY COUNCIL MEETING OF January 28, 1975 ITEM TITLE : Resolution - Accepting Construction of Street Tremont and Main Street Project No. 195 INITIATED BY: Acting Director RA(:KGROIJND Bids and Awarding Contract fpr the Improvements along Albany Aveenue between in the City of ,Chula Vista ~ Gas Tax of Public Works ~~~ ~ The City Council, by Resolutions 7243, 7499 and 7567 approved; agreements between the City and the County of San Diego, Chula Vista Eleanentary School District and San Diego Gas & Electric Company respecti':vely for participating in the improvement of Albany Avenue. The Director of Public Works, at 11:00 A.M. on Thursday, Januiary 16, 1975, received bids in the Council chambers. Bids were submitted by seven contractors, the lowest responsible bid being submitted) by B. E. Wilson Contracting Corporation in the amount of $71,494.35. ;The lowest responsible bid is 6.82% below the engineer's estimate of $761,727. Bids received are as follows: i B. E. 4dilson Contracting Corp., Chula Vista - $71,494.3 R. E. Hazard, San Diego - 71,786.8 Daley Corporation, San Diego - 72,919.Sq A B C Construction Co., San Diego - 74,093.6 T. B. Penick & Sons, San Diego - 80,478.7 Griffith Company, San Diego - 81,294.25 Pullaro Contracting Company, E1 Cajon - 84,562.00 Bids were received too late for the school board to take official action to approve the lowest responsible bid, in accordance with their agreement with the City. The board will not be able to take official action until its meeting of February 4, 1975. Department Head Recommendation: 1. Council appropriate $14,245 from unappropriated balance o 2106 Gas Tax fund for Gas Tax Project #195. 2. Council authorize the transfer of $42,399 from Gas Tax Project 148-3. 3. Council authorize the expenditure of $78,644.00. 4. Council appropriate funds to be received from County, Ch~la Vista School District and SDG&E in the amount of $42,399 for G s Tax Project 148-3. City Manager Recommendation: Concur 7lj_ 7607 AGENDA ITEM N0. 4 Supplemental page 2 January 21, 1975 and it was the consensus of the board to approve the award of the contract and to proceed with the construction of the improvements in Albany Avenue. The school district will deposit $34,825 with the City Finance Officer after February 4, 1975, when the school board, by resolution, officially approves the award of the contract. San Diego Gas & Electric Company has approved the award of the contract to the lowest responsible bidder and will deposit the sum of $3,074 with the City Finance Officer on or before January 28, 1975. The gas and electric company's overall obligation with the City amounts to $14,488, but in accordance with Section 3E of their agreement, this amount has been reduced by the total estimated utility relocation cost of $11,414. The County's share of $4500 is to be paid ~Apon completion of construction. A breakdown of costs in accordance with the three agreements is attached. The total funds required are: $90,058.00 SDG&E in-kind services 11,414.00 $78,644.00 County 4,500.00 School District Construction Costs $29,129 Utility Reloc. 5,696 $34,825.00 San Diego Gas & Electric 3,074.00 City of Chula Vista 36,245.00 $78,644.00 To cover the future shares to be contributed by the County, Chula Vista School District and SDG&E, I propose that $42,399 be borrowed from Gas Tax Project 148-3 - Construction OF I-5/54 Connection to Tidelands Avenue. Upon receipt of funds from the 3 agencies, the $42,399 will be returned to Gas Tax Project 148-3.
