Bids were submitted by three contractors as follows: Environmental Care, Inc., Santa Ana - $4,100 Heffler Landscaping Co., San Diego - $4,300 Eureka Enterprises, San Diego - $5,180 The apparent low bidder is Environmental Care, Inc. The engineer's estimate was $6,000.
