Because the City is fully reimbursed for CBAG positions and receives a 4% administrative fee to act as a fiscal agent, there will be a positive impact to the General Fund for this salary increase. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for. compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 5-1 10/ 11/2011 Item Page 2 of 3 DISCUSSION The Police Department entered into an agreement with the Office of National Drug Control Policy in 1996 to be the fiscal agent for the California Border Alliance Group (CBAG). CBAG is part of the Southwest Border High Intensity Drug Trafficking Area (SWHIDTA). In essence, the City receives full funding, plus a 4% administrative fee, to hire and administer salary and benefits for CBAG positions. To date, there are currently 16 CBAG positions with the City of Chula Vista that are fully funded from the Office ofNational Drug Control Policy (ONDCP). Due to increased responsibilities, the CBAG Executive Director has requested a salary increase for the CBAG Network Manager. The CBAG Network Manager establishes and directs the strategic long-term goals, policies and procedures for the Information Technology Unit and determines hardware/software needs to accomplish the objectives of the California Border Alliance Group (CBAG), Imperial Valley Law Enforcement Coordination Center (IVLECC) and the San Diego Law Enforcement Coordination Center (SDLECC). The CBAG Network Manager's job duties have increased exponentially over the last five years. Since the creation of the CBAG Network Manager position, an entirely new building and extensive Information Technology (IT) infrastructure was built to house the SDLECC Fusion Center and the addition of approximately 80 personnel at this site. The CBAG Network Manager now has extensive duties to include representing San Diego law enforcement IT professionals in meetings and committees. His increased duties include managing the IT budget across multiple funding sources, managing quality assurance, planning and directing the IT systems for three separate physical building infrastructures, and managing IT systems for multiple agencies. The E step salary for a CBAG Network Manager is currently $96,795, and the proposed compensation is the same salary scale as a CBAG Program Manager, which is $106,342 at E step. The CBAG Network Manager will remain in the Mid-Manager Unclassified (MMUC) group. The annual impact of this salary increase (including PERS and Medicare costs) is $12,127. Because the City is fully reimbursed for CBAG positions and receives a 4% administrative fee to act as a fiscal agent, there will actually be a positive impact to the General Fund for this salary increase. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $12,127 to the personnel services category of the Police Grant Fund. These personnel costs are fully reimbursed by the California Border Alliance Group, and the City receives a 4% administrative fee for acting as the fiscal intermediary for CBAG. Because of the 4% administrative fee, there is a positive impact of $485 to the General Fund. 5-2 10/11/2011 Item Page 3 of 3 ONGOING FISCAL IMPACT There will be a positive net impact to the General Fund. Because of the 4% administrative fee, there is a positive impact of $485 to the General Fund in each succeeding year. ATTACHMENTS None. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING COMPENSATION OF THE CBAG NETWORK MANAGER AND APPROPRIATING $12,127 TO THE FISCAL YEAR 2012 POLICE GRANT FUND WHEREAS, the Police Department entered into an agreement with the Office of National Drug Control Policy in 1996 to be the fiscal agent for the California Border Alliance Group (CBAG); and WHEREAS, due to increased responsibilities, the CBAG Executive Director has requested a salary increase for the CBAG Network Manager; and WHEREAS, the annual impact of this salary increase (including PERS and Medicare costs) is $12,127; and WHEREAS, CBAG will pay the full cost of all CBAG positions, plus a 4% administrative fee, resulting in a positive fiscal impact to the General Fund. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby approve the compensation of the CBAG Network Manager and appropriate $12,127 to the personnel services category ofthe Police Grant Fund.
