The first item of work is the regrading of the landscaped area adjacent to "F" Street and the second item of work is the relocation of curb and gutter east of 'the "F" Street library entrance. Total cost of this change order is $4965. After the initial grading for the library was completed, it was Observed that there were several mounds with fairly steep slopes near the existing curb on "F" Streeto This was considered undesirable for two reasons.' First, randomly placed 3' high mounds are attractive to children for prying on and rolling on and their location adjacent to the street might prove dangerous for these activities, Also, the slope of the mounds in this area appeared to be excessive and would be difficult to mow and would increase runoff from watering into "F" Street. Second, the widening of "F" Street (by 8' on this side of the street) has been proposed and is displayed in the proposed budget for. fiscal year 77-78o Staff is presently preparing alteYnate schemes for this wideningo However, should the widening occur, the completed grading would not be acceptable for integration into the ultimate widening project. The revised grading plan reduces the mounds adjacent to "F" Street to remove their potential hazard and at the same time accommodates without further interruption to the landscaping scheme any widening of "F" Street, should it occur. Form A-113 (Rev. 5 - 75) Supplemental page 2 Agenda Item No. 7 The second portion of this change order concerns the relocation of the curb and gutter between the "F" Street entrance to the library and Garrett Avenue. During an early part of the construction process the contractor mistakenly removed curb and gutter in this location. After doing this he indicated that he would be willing to locate the curb and gutter wherever we wanted it located at no additional cost for the elements mistakenly removed. If the City Council approves the relocation of the curb, $624 (at today's prices) of construction cost will be saved from future costs if a determination is made to fully widen "F" Street. The only additional cost to the City at this time for the widening is $1680 for A.C. paving and base and sidewalk ramps for the handicapped. Even if the decision is made to not widen "F" Street, in my opinion the widening in this area will still be effective since vehicles will be able to leave the through stream of traffic on "F" Street sooner in order to make their entrance into the library. The Director of Building and Housing and the Library Project Representative support the architect's recommendation that Change Order #38 to the Chula Vista Library construction contract be approved.
