HomeMy WebLinkAboutAgenda Statement 1976/01/06 Item 14EY 026 FY 007 CITY OF CHULA VISTA ITEM N0. 14 COUNCIL AGENDA STATEMENT . ~ '. 1/6/76 ' FOR MEETINIG OF: ITEM TITLE: Resolution #8006 =Approving Special Sewer Assessment fqr Properties Along Otay Valley Road East of Brandywine Avenue SUBMITTED BY~ Director of Public Works/City Engineer ITEM EXPLANATION i The City Council, on July 1, 1975 by Resolution 7799, approved th final map for the Otay Industrial Park which is located approximately 4/5 m'le east of Brandywine Avenue on Otay Valley Road. Fannin Corporation, a partner, and Karl Turecek and Richard A. Tuthill as partners and developers of the Otay Industrial Park, have constru ted a 10" sewer main in Otay Valley Road from Brandywine Avenue easterly to serve their development. On September 17, 1975, the developers requested tha the City Engineer prepare a special assessment and repayment diagram reimb rsing them a portion of their cost of constructing the sewer main which beneifts other properties. An itemized statement of the developer's cost or con- structing the sewer was submitted to the Engineering Division and was verified to be correct. Section 13.16.170 of the Chula Vista Municipal Code permits the C ty Council, upon the recommendation of the City Engineer, to approve and levy special sewer assessments upon properties which benefit from the construc ion of a sewer and which have not contributed to the cost of constructing aid sewer. The City Engineer has prepared an assessment as shown on the atta hed diagram. The total cost of constructing the sewer, including engineering, upervision and overhead, is $75,734.17. The benefits received by all proper ies, as shown on the diagram, is based upon the total area within the bou daries of those parcels to be assessed. The value of benefits received by properties which have not contributed to the original construction cost of the sewer is $42,147.59. The special, assessment will be $329.278 per acre and the charge of 7% interest per annum at the time properties connect to the City sewer system. I am recommending that the City Council approve the method of repayment and special assessment for the construction of the sewer main in Otay galley Road east of Brandywine Avenue, as shown on the attached diagram. A transparency is available for Council viewing.
