ITEM TITLE: Amendment to Civil Service Rule IX
SUBMITTED BY~ Director of Personnel
ITEM EXPLANATION
In the Memorandum of Understanding between the City and the International Association of
Fire Fighters, Local 2180, the City Manager agreed to recommend certain changes in the
Civil Service Rules to the Civil Service Commission. Pursuant to that agreer~ent, the
City Manager recommended that the Commission adopt a motion which would amend Civil
Service Rule IX to allow the use of sick leave in the event of the death of member of
the immediate family of an employee's spouse or of a person who is a depende t of the
employee as defined by the Internal Revenue Service. The current Rule authorizes the
use of sick leave, regarding a family death, only in the event of a death inthe imme-
diate family of the employee. The proposed amendment also provides that Firefighters
working a 60-hour week would be allowed up to two shifts off with pay, charged to sick
leave, for the same purpose.
As required by City Charter, Section 612, the Civil Service Commission condugted a public
hearing to consider the recommendation. Several people appeared speaking in~favor of the
Rule revision. No one spoke in opposition. After the hearing was closed the Commission
unanimously passed a motion to recommend that the City Council adopt the proposed amend-
ment to Civil Service Rule IX.
The proposed revision of Civil Service Rule IX, Section 3(c)(4) is attached.'
Financial impact is minimal and indirect.
