Planning Process for a Coordinated Waste Treatm nt Management
System for the San Diego Region

ITEM EXPLANATION i
Section 208 of the 1972 Amendments to the Federal Water Polluti~n Control
Act requires the development of areawide waste treatment manage ent plans for
the control of pollution, and the establishment of regulatory p$~ograms and
management agencies to implement the areawide plans. Plans arell,to be
developed (1) by agencies designated by the Governor, and (2) b~ the State.
The law provides 100 percent grant assistance for plan development to
designated agencies. ~
In rune 1975 the Environmental Protection Agency awarded the C.~.O. an
"areawide waste treatment management planning" grant in the amo nt of
$1,339,280. One of the conditions EPA placed on the grant was hat the
affected general and special purpose units of local government ithin the
area show their intent to join together in the carrying out of the planning
program. The C.P.O. has therefore requested that this agency approve a
resolution indicating Chula Vista's willingness to participate n the
planning program. It is not intended that such approval shouldindicate
preapproval of the areawide plan which will evolve.
The principal objective and requirement of the Section 208 legislation is to
find solutions to areawide water quality problems on a rather broad scale
so that this region can meet the 1983 clean water goals of P.L.'92-500.

The effectiveness of the legislation has been further reinforced by policies
and programs adopted by the California State Water Resources Control Board.
Section 208 requires that grants for the construction of public~y-owned
treatment works shall be made only to designated management agencies and
only for works in conformance with the approved waste treatmenti.management
plan. Thus, this agency has little choice but to cooperate in development
of such a plan if it is to receive any Federal grants in the future for
sewerage purposes.
It will be essential that Chula Vista participate during format~ve stages
to assure that the organization created pursuant to the plan will permit
proper representation of the interests of Chula Vista.
The subject resolution includes two primary features: ~
(1) It sets forth the City's intent to join with other entities
in the planning process, and
(2) It endorses the designation of the CPO as the planning agency
for the area relative to water quality management.
It is in this agency's interest to cooperate in development of he plan.
Further, the CPO was formed initially for the purpose of facilitating co-
ordination between the various agencies of the County. Therefore, the
subject resolution appears consistent with the goals and intere~ts of
this City.
