ITEM EXPLANATION The Director of Publ i c Works received formal bid:
Wednesday, December 3, 1975 at 11:00 a.m. in the Council Chamber
the landscape maintenance of Open Space Districts #1 and #3 for a
day period. Bids were submitted by one contractor as follows:
Open Space District #1 - E1 Rancho del Rey
Environmental Care, Inc., San Diego $23,252
Open Space District #3 - Rancho Robinhood
Environmental Care, Inc., San Diego $17,619
The low bidder for both open space districts is Environmental C
Inc. In order to ensure that the low response to the bid reques
was not due to defects in the plans or specifications, a couple o
landscape maintenance contractors were queried. They both stated
that the plans and specifications were satisfactory and they were
not in a position to bid the job at the time it was advertised.

After review of the bids, the Director of Parks and Recreation re~om-
mends their acceptance. His estimate for the 542 day maintenance
period was $16,000 for each district.

STAFF RECOMMENDATION:
1. Accept bids and award contracts for Open Space District #1 in
amount of $23,252 and Open Space District #3 in the amount of
$17,619 to Environmental Care, Inc, for a 542 day period.
2. Appropriate $25,580 from unappropriated balance of Open Space

The 542 day time period was selected to make the contract!
terminate on June 30, 1977 in order to align the open
space maintenance contracts with the City's fiscal year. ",

Since Open Space District No. 3 is a newer district, only;
$7,000 in unappropriated funds are available for the contact
now. However, during the 542 day course of the contract,'
sufficient revenue will be collected to pay the contract ~ost.
Ad $12,380 loan from the General Fund is recommended to c ver
this temporary deficiency of funds.
