ITEM EXPLANATION
During preparation of the 1975/76 budget, a number of departments requested r
of administrative positions within their departments. In reviewing the requE

Direction for the study was given to Personnel early in May 1975, but was no completed
until August 1975, after budget adoption. The study involved the following:
1) An evaluation of the duties and responsibilities of each incumbent curre tly holding
a position in the Administrative Series.
2) An evaluation of those duties, responsibilities, and skills required to ~erform the
assigned duties.
3) An evaluation of the titles and hierarchical relationships of one to the other.
4) An evaluation of possible revisions in the Series to better encourage an provide
for the continued professional growth of the individual. This will prov de for
better promotional opportunities within the City as opposed to merely be ng a
training ground for capable personnel that are forced to leave the City ue to the
lack of promotional advancement.

The completed study indicates:

1) Several of our Administrative Analysts are performing at or near their present
levels but others, to varying degrees, are currently performing duties ab ve and
beyond their present classifications.
2) In order to provide a more logical sequence and promotional ladder in-the Admin-
istrative Series, some retitling of classes of positions and a budgetary
approach that recognizes changes in duty assignments during a fiscal year is
desirable.
While we believe there is some justification for recommending a number of mi -year
reclassifications.. based on our study, we are not doing so because we think such
matters should, if at all possible, be considered in the budget process. On position,
however, that of Administrative Analyst Jack Henthorn in Community Developme t, clearly
justifies mid-year adjustment since the incumbent has been performing duties ell beyond
those of an Administrative Analyst for many months prior to Director Paul De rochers~
employment and continues to do so.
We are,therefore, recommending that Activity No. 1260 (Personnel Services Sunmary,
page 34) in the adopted 1975/76 annual budget be amended by deleting the position of
Administrative Analyst I and substituting therefor one (1) position of Adrni istrative
Assistant. Sufficient funds are provided in the approved budget so no addit oval
appropriation is necessary to accomplish the reclassification,
The other ,r,dministr•ative positions studied but not recommended for i,~id-year ~djus~tments
at ~Lhis time, will be carefully reviewed and considered alone with the prepa ation of
the 1";76/77 budget.
