ITEM TITLE: Pub11C hearing - Consideration of precise plan for development of Lot 3 in
Otay Industrial Park in I-P zone

A. ITEM EXPLANATION:
1. Pride Van and Storage has requested approval of a precise plan for the construction
of a 12,000 sq. ft. warehouse building and a 1600 sq. ft. office building on Lot 3 (2.24 Ac.)
of Otay Industrial Park located on the south side of Nirvana Avenue north of Otay Valley
Road in the I-P zone (see locator).
2. The Environmental Review Committee has found that the previously prepared Environ-
mental Impact Report (EIR-73-7) provides an adequate evaluation of the project and neither
the revisions to the project nor the circumstances under which it is to be undertaken
could result in any possible significant impacts not previously considered.
DISCUSSION
1. Proposed use.
a. The proposed use is a van and storage operation which is a compatible use in
the industrial park. The applicant has indicated that there will be an office staff of
seven employees and ten warehouse employees. Employment will fluctuate at times but is
representative of an average number of employees. There will be approximately 20 pieces
of equipment including fork lifts, automobiles, pack vans, flatracks and semi tractor-
trailers. During the operational hours the vehicles, except warehouse equipment, are
dispatched for the day at 7:00 a.m. and return at 5:00 p.m. and are then loaded or
prepared for the next day's operation.
b. The proposed use does not rely on or encourage walk-in business. Dealings with
the public are conducted either by telephone or at customer's residence or office.

STAFF RECOMMENDATION:
Concur with Planning Commission recommendation. In addition Council should certify
that it has reviewed EIR-73-7 and has concluded that neither the project nor the circum-
stances under which it is to be undertaken could result in any possible significant
impacts not previously considered.

On August 9, 1976 the Planning Commission voted 6-0 recommending that the City

2. Site plan.
a. The warehouse building is located on the southerly portion of the lot in
close proximity to the top of slope adjacent to Otay Valley Road. The building
will be visible from the road, however, the landscaping on the slope, once established,
will partially screen the building. The exterior color of the metal frame building will
be a cactus green, the roof and doors frostwhite, and the eaves will be in gold.
b. The office building is a single story structure with a stucco exterior
colored olive branch and light mojave sage (green) trim. The applicant had indicated
that the heating and air conditioning equipment will be either architecturally screened
or placed inside the building. The building is architecturally acceptable to staff.
c. With the exception of the landscaping on the periphery of the site and land-
scaping adjacent to the street, the entire site is paved. The paving is necessary for
onsite vehicular circulation. Parking for 14 cars is shown on the plan which meets the
requirements of the Code of one space per 1,000 sq. ft. of floor area. Since the site
is extensively paved, any increase in the number of employees requiring additional
parking spaces can easily be accommodated on the property.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOh1MENDING TO
THE CITY COUNCIL THE APPROVAL OF THE PRECISE PLAN FOR THE
DEVELOPMENT OF LOT 3 IN OTAY INDUSTRIAL PARK AS SUBMITTED
BY PRIDE VAN & STORAGE
4JHEREAS, Ordinance No. 1451 adopted by the Chula Vista City Council on
May 7, 1973 established the zoning for approximately 230 acres of property
located north of Otay Valley Road, 600 feet east of Brandywine Avenue, as I-P,
and
WHEREAS, a 25 lot industrial subdivision on approximately 98 acres, known
as Otay Industrial Park, was approved by City Council Resolution No. 7799 on
July 1, 1975, and
WHEREAS, a precise plan for the development of Lot 3 (2.24 acres) of the
/'~ Otay Industrial Park was filed by Pride Van and Storage on July 27, 1976, and
WHEREAS, the City Planning Commission adopted and certified Environmental
Impact Report EIR-73-7 relating to development of the property on June 13, 1973,
and the Environmental Review Committee after reviewing the precise plan found
that the proposed development would riot result in any possible significant
impacts not previously considered, and
WHEREAS, the City Planning Commission held a public hearing at 7:00 p.m.
on Monday, August 9, 1976 in the Council Chamber, City Hall, to consider the
precise plan for development as submitted.
NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as
follows:
a. That such plan will not, under the circumstances of the particular case, be
detrimental to the health, safety or general welfare of persons residing or working
in the vicinity, or injurious to property or improvements in the vicinity.
The proposed use is consistent with the approved land use plan for
the Otay Industrial Park.
b. That such plan satisfies the principle for the application of the "P" Modifying
District as set forth in Section 19.56.041.
The proposed plan satisfies the principles set forth in the code by
retaining the character of the industrial park.

'c. That any exceptions granted which deviate from the underlying zoning
requirements shall be warranted only when necessary to meet the purpose and
application of the "P" Precise Plan Modifying District.
The proposed plan meets all of the requirements for the "I" industrial zone
and the guidelines established for the industrial park.
d. That approval of this plan will conform to the general plan and adopted policies
of the City.
The proposed plan conforms to the General Plan designation for the area
and to the adopted policies of the City.
BE IT FURTHER RESOLVED that the City Planning Commission recommends to the City
Council the approval of the Precise Plan submitted by Pride Van & Storage for
construction of a 12,000 sq. ft. warehouse building and a 1600 sq. ft. office
building on Lot 3 of Otay Industrial Park subject to the following conditions:
1. A swale constructed in accordance with Engineering Division standards
shall be provided at the southwesterly corner of the new pad and west
property line to drain water from the paved area and the newly created
west slope to the existing concrete ditch.
2. Erosion control shall be provided on the west slope by:
a. Planting one gallon Canary Island Pine trees, 15 feet on center.
b. Installation of an automatic irrigation system in the form of low
angle stream spray.
c. Ground cover planted in accordance with the City Landscape Manual.
d. Adding soil amendments per specifications of Otay Industrial Park
landscape plans.
3. A 6 ft. high solid wood fence shall be provided at the top of the new
slope on the west side of the property.
4. Erosion control shall be provided for the north slope adjacent to
Nirvana Avenue by:
a. Planting 5 gallon Canary Island Pine trees, two between each
existing pine tree.
b. Providing an automatic irrigation system in the form of strip spray.
c. Planting white ice plant ground cover in accordance with standards
set forth in the City Landscape Manual.
d. Providing soil amendments per specifications of the Otay Industrial
Park landscape plans.
5. •The developer shall provide a planting guarantee as required by the City
of Chula Vista.
6. The proposed :solid wood fence and gates on Nirvana Avenue shall be
located at the top of slope (Note: Fence presently located at the bottom
of slope.).
7. The design and location of all signs shall be approved by the Director
of Planning. Al signs shall face the interior streets of the industrial
park. .
8. The heating and air conditioning equipment on the office building shall
be located either inside the building or screened from view horizontally
and from streets above. Screening shall be subject to approval by the
Director of Planning.
9. The downspouts on the office building shall be removed from the exterior
of the facia and placed through the facia and down the exterior of the
building.
