ITEM EXPLANATION
At the October 7, 1975 meeting, Council requested a progress report on tennis
lighting at the Chula Vista High School facility.

Attached is a report from Mr. C.M. Cornell, President of C.M. Cornell & Assoc ates,
Electrical and Mechanical Engineers. Under the direction of Mr. Cornell, the lighting
fixtures at the Chula Vista High School tennis courts were lowered and redire ted as a
test to determine whether or not this adjustment would remedy the objectionab a glare
resulting from the installation of these lights. It is now the opinion of Mr Cornell
and the manufacturer that in order to control this spillage effectively, it w 11 be
necessary to install hoods on all fixtures.
After receiving this recommendation, I contacted Mr. K.H. Kimball, President f the
Chula Vista Electric Company, who does the maintenance repair on City-owned r creation
lighting systems. Mr. Kimball inspected the courts at Hilltop, Castle Park a d Chula
Vista High Schools and quoted a price of $1,740 per site, including materials and labor;
he also stated that from 8 to 12 weeks would be required for delivery. Howev r, because
of the new scissor lift which is on order by the Building and Housing Departm nt, Mr.
Kimball will be able to perform this modification for $1,236 per site ($636 f r mate-
rial and $600 for labor).

should be carried in Fund 12, Activity 4120, Account 5298.

Although the original concern was the Chula Vista High School tennis courts, sill
facilities are lighted in the same manner and should receive the same treatment.
Based upon the opinion of the consulting engineers, it is my recommendation tHat
these corrective measures be taken as soon as possible, since these courts ark
being used to capacity as an important recreational outlet for the citizens ot~
Chula Vista.

Chula Vista and Hilltop High Schools
Gentlemen:
In consideration of the introduction of objectional glare,
as a result of the installation of tennis court lighting,
we have lowered the projected beam angle on the fixtures
directed toward the resider_ces,and street side of Chula
Vista High School, as a test.
This has not eliminated the reflected sky light effectively:,,
It is our opinion, and that of the manufacturer, that it li
will require the installation of a metal aluminum hood on
the fixtures on each side of the courts to effect a reason-i
ably effective solution to the glare problem. ii
Standard manufactured hoods, Catalog No. ML4911, are avail-''i
able from the manufacturer for this purpose, and may be
ordered from "Electrical Supply Distributor," 435 2nd. Aven~e,
San Diego, 92112. Telephone: 232-8161.
There are 12 fixtures per court, or a total of 24 fixtures,!
for an approximate cost of $25.OG each, plus freight and
installation. '

If it is also desired to include Castle Park, along with
Chula Vista and Hilltop schools, for another 12 fixtures, t~e
freight charges would be saved because of the larger shipme t.
