' ~ COUNCIL AGENDA STATEMENT ' FOR MEE' ITEM TITLE: Resolution 7945 -Approving Contract with Facility Sc Corporation for a Space Needs Study SUBMITTED BY~ Director of Public Works/City Engineer / ) ~N ~, ITEM EXPLANATION At a Council Conference on August 27, 1975, City Council agreed the use of a consulting firm to conduct a space needs study for Chula Vista. This study is to be performed in conjunction with renovation of the library and post office buildings. The proposals also include a list of previous studies completed by the consulting firms that are similar to the space needs stud proposed for Chula Vista. A committee representing the Public Works, Planning and Building Departments evaluated the three proposals. Special attention wa evaluate the consultant's ability to provide a "clean slate" app the space needs of the City, combined with a willingness to resp concerns of City staff. The evaluations were based upon a revie proposed methods and procedures for data collection and analysis by telephone with several organizations that have had similar st completed by the consultant, and actual on-site inspections of c projects. The committee concluded that the Facility Sciences Co has demonstrated the greatest ability to provide a space needs s the scope that is required for Chula Vista. The scope of the study will be broad enough to provide a master facility utilization for the entire Civic Center (specifically e be the Fire Department, Police Department, Library and Data Proc The end result of the study will be a written report that will p officials with a long-range space utilization program for the Ci library, and post office buildings. Determine baseline (present) space requirements for each d partment and forecast space needs for 1980 and 1990 by a net area f ctor technique. Evaluate alternative occupancy plans that indicate the fut re building locations of each department predicated on adjacency requi ements, space requirements vs. available space, minimization of re odeling costs, and expansion requirements. Evaluate alternative location plans for Purchasing, Printi g, Store- room, Redevelopment, Council offices, and Council Chambers Evaluate the impact of the Municipal Court upon the effici~nt utilization of space. Identify alternative interior planning concepts applicable to the old library and post office buildings ranging from convent'onal to system landscaping, and prepare preliminary estimates o relative costs. i Prepare a final written report on the findings and conslus~ons of the study supported by single-line schematic block allocation drawings of the City Hall, old library, and post office buildings. Teem No. 13 Supplemental pagei 3 S'' The final report will outline several alternative occupancy plan floor space under consideration. Each alternative will include estimate. This will give City Council an opportunity to evaluat alternatives in light of efficient space utilization, flexibilit total cost. In an effort to reduce consulting costs to a minimum, City staff provide input in its specific areas of expertise. The City staf prepare estimates of basic renovation costs anticipated for the library and post office buildings relative to mechanical systems lights, air conditioning, floor covering and restrooms. In addi estimates for the costs of linking the two buildings and for the renovation associated with remodeling City Hall will be made. At the present time, it is anticipated that one additional consu contract will be required to complete the renovation project. T contract will provide a detailed space design for all renovated inventory of all existing furnishings, written specifications fo additional equipment and furnishings for which the City will rec appropriate construction documents, and on-site supervision of t implementation.
