ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed activities for compliance with the California Environmental Quality Act (CEQA) and has determined that the activities qualify for a Class 1 (c) categorical exemption pursuant to Section 15301 [Existing Facilities] of the State CEQA Guidelines because the proposal involves negligible or no expansion of an existing City street use. Thus, no further environmental review is necessary. RECOMMENDATION Council adopt the Ordinance. BOARDS/COMMISSION RECOMMENDATION At the September 7, 2011 meeting of the Safety Commission, a motion was made to accept staff's recommendation and approve the establishment of the 40 mph posted speed limit on Mount Miguel Road between Proctor Valley Road/East `H' Street and SR-125. The motion carried by a vote of 5 (in favor) - 0 (opposed) - 2 (absent). 5-1 9/27/11, Item ~ Page 2 of 4 DISCUSSION Currently, there are 35 mph posted speed limit signs on Mount Miguel Road between Proctor Valley Road/East `H' Street and SR-125. The developer installed these signs as a continuation of the existing 35 mph posted speed limit at Mount Miguel Road between East "H" Street and Mackenzie Creek Road. However, the posted speed limit was not established by an "Engineering and Traffic Survey" and without the adoption of City Council Ordinance as required by the California Vehicle Code and the Chula Vista Municipal Code. Speed zones are established on the basis of an engineering study. The engineering study includes an analysis of the current speed distribution of free-flowing vehicles along Mount Miguel Road without an impact of any roadside or nearby development and /or construction. Now that constriction activity within this roadway has been completed and accepted by the City, the speed limit can be established. City staff completed a speed survey along Mount Miguel Road between Proctor Valley Road/East `H' Street and SR-125 in accordance with the California Vehicle Code Section 22357, 22358, 40802 and the Chula Vista Municipal Code Section 10.48.020, which indicates that the posting of speed limits be determined by an Engineering and Traffic Survey at least once every seven years. As described in the California Vehicle Code, the survey shall include: (1) Prevailing speeds as determined by traffic engineering measurements; (2) Accident records (3) Traffic/roadside conditions not readily apparent to the driver. These roadway characteristics are then used to help determine an appropriate speed limit. In addition, the Manual on Uniform Traffic Control Devices (MUTCD, Traffic Operations Policy Directive 09-04) states that the speed limit shall be established at the nearest Smph increment of the 85`h percentile speed. Also, if the Smph reduction is applied, the Engineering and Traffic Survey shall document in writing the conditions and justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer. Speed limits established on this basis conform to the consensus of those who drive the street as to what speed is reasonable and safe, and are not dependent on the judgment of one or a few individuals. Speed limits higher than the 85t1i percentile speed are not generally considered reasonable and safe while speed limits below the 85th percentile typically do not facilitate the orderly movement of traffic. Only when roadside development results in traffic conflicts or unusual conditions not readily apparent to drivers may speed limits be further reduced. If the speed limit were to be 35 mph, approximately half of the vehicles would be considerably over the posted speed limit. Physical Conditions: Mount Miguel Road between Proctor Valley Road/East `H' Street and SR-125 is 6,098 feet (1.15 miles) long and 74' wide curb-to-curb with a 10' raised median. The street is classified as a Class I Collector. Mount San Miguel Park is located on the northeast corner of Mount Miguel 5-2 9/27/11, Item Page 3 of 4 Road and Paseo Veracruz. Bike lanes exist along both sides of the segment and no parking is allowed. The predominant downward grade is in the westbound direction for over 3000' long. Bike lanes are located along the entire segment in both Facilities directions. Residential and multi-family residential with no direct driveway access or Land Use fronta e. A horizontal curve is located to the south of the intersection at Mount Miguel Horizontal Alignment Road and Calle La Quinta with a radius of 1,600' over a length of 740' along the centerline produces a design s eed of 65 m h. A crest vertical curve is located between Paseo Veracruz and Calle La Quinta Vertical Alignment with a +6.00% to a -4.75% grade change over 1,100' produces a design speed of 46 m h. The accident rate at this segment is 0.31 (accidents per million vehicle miles) Accident Rate: and is lower than the rate of 1.70 for similar roadways in the State of California Segment /State (2008). SR-125 northbound `On' and southbound `Off' ramps are located to the north of Special Conditions this segment. Mount San Miguel Park is located on the northeast corner of Mount Miguel Road and Paseo Veracruz. CONCLUSION Based on the 85"' percentile speed of the roadway, as well as other roadway characteristics outlined in the Engineering/Traffic Survey, staff has determined that the 40 mph speed limit should be established along Mount Miguel Road. Should City Council establish the proposed 40 mph speed limit, Schedule X of the register maintained in the office of the City Engineer would be revised to show the following: 10.48.020 Schedule X -Established Speed Limits in Certain Zones -Designated Name of Street Beginning At Ending At Proposed Speed Limit Mount Miguel Road Proctor Valley Road/East `H' Street SR-125 40 mph 5-3 9/27/11, Item Page 4 of 4 DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property, which is the subject of this action. CURRENT YEAR FISCAL IMPACT The cost of the new signs necessary to implement the proposed speed limit modification is part of the City's Pavement Rehabilitation Program that is budgeted in the Capital Improvement Program. for fiscal year 2011-12. Therefore, there is no fiscal impact as a result of approving this ordinance. ONGOING FISCAL IMPACT There, is no ongoing fiscal impact as a result of approving this ordinance. ATTACHMENTS 1.
