ITEM EXPLANATION
BACKGROUND

would substantially extend the South Bay's pattern of settlement to the east, and thereby
remove one of San Diego County's most important open space reserves.
2. The South Bay's open space and agricultural reserves are determinants of this sub-
region's form, texture, and structure, and preclude the disorderly urbanization of the
countryside. Without the subject reserves or "greenbelts," there could be no effective
town and country dichotomy, and no physical impediment to urban sprawl within the South
Bay .
3. While the effectuation of the Bonita Miguel Plan would partially meet the region's
need for new housing, it would do such through the mechanism of "leap frogging." This
leap frogging could result in the urbanization of Mother Miguel prior to the development
of several thousand vacant acres constituent to E1 Rancho del Rey. The said leap frogging
would tend to increase the cost of public facilities, services, and operations, as well
as refute sound planning and growth management principles.
(The main justification for leap frogging is the procurement of cheaper land. To date
this benefit to developers has frequently been offset by those disproportionate public
expenditures required to extend facilities and services to the newly created, remote
development.)
4. It appears that the development of the Bonita Miguel area would overtax segments
of the circulatory system east of I-805 Freeway. Major impacts would be felt on Bonita
Road, Otay Lakes Road and Telegraph Canyon Road. The cumulative impact would probably
create a need for the extension of Route 125, or the establishment of a similar artery
which, in turn, would promote additional urban sprawl.
5. The Bonita Miguel Plan depicts a surface drainage system which emphasizes the
utilization of natural waterways. Since the natural waterways in the northerly portion
of the development drain to the Sweetwater Reservoir, the development of Bonita Miguel
could adversely affect the quality of the domestic water supply of the South Bay.
6. The total concept depicted in the Bonita Miguel Plan is dependent upon the avail-
ability and adequacy of access, energy, water, sewer capacity, and other physical factors.
These factors have not been adequately addressed. The Bonita Miguel Plan Amendment,
therefore, is decidedly premature.
7. A portion of the area proposed for development is situated in the Chula Vista
"study area" for which Metropolitan Sewerage System capacity rights have been purchased
by this agency. At the time of the initial purchase a study was conducted to determine
the sewage generation to be anticipated from the various subareas within the study area.
Sewage generation volumes were then added to determine the Metro System capacity require-
ment for the total city. The sewage generation for the Bonita Miguel area as proposed is
far in excess of that assumed in the City's study. Utilization of a disproportionately
high amount of the City's total capacity reservation for any one area must necessarily
reduce availability of capacity for the total remaining area.
8. The topography of the site of the proposed development varies between rolling and
rugged. About 75% of the total area is steeper than a 15% gradient. The proposed density
range for Bonita Miguel (2.6-5.4 dwelling units per gross acre) is not consistent with the
topography of the site, and .far exceeds the Hillside Development limitations of the City
of Chula Vista.

CONCLUSION
1. The Bonita Miguel Plan is not a well-conceived proposal. The said plan is predicated
on dated information and lacks sufficient justification for its adoption and implementation.
2. The Bonita Miguel Plan is not a proposal for the well-ordered settlement of the San
Diego Region, and certainly manifests no recognition of the spheres-of-influence of the
several urban centers of the County. It is a proposal to urbanize a portion of the South
Bay's greenbelt preserve, and to sprawl the urban pattern of Chula Vista. This sprawl
would place the order, amenity, and environmental quality of Chula Vista, Bonita,
Sunnyside, and the Sweetwater Valley in chronic jeopardy.
