ITEM TITLE: Resolution #8079 -Requestiraa Board of Supervisors of the County
of San Diego to permit the Registrar of Voters of said County to
consolidate a run-off election with the June primary election

ITEM EXPLANATION
Inasmuch as there are seven candidates for Seat No. 2, there
is a possibility of a run-off election if one of the candidates
does not receive a majority of the votes cast in the April 13
election. The Charter states that "in the event that no candi-
date for such numbered Council seat...receives a majority of the
votes cast, the two candidates receiving the highest number of
votes for said seat shall run in a special runoff election to
be conducted on the second Tuesday in June following the
general municipal election on the second Tuesday in April..."
The second Tuesday of June is the primary election, and in order
to save a great deal of money, we would recommend that the
run-off be consolidated with that election. Mr. Bob Denny, the
Registrar of Voters, has stated that March 26 is the last day
to request the consolidation and he recommended the resolution
be worded such that it would be "conditional." This would be
based on the condition that "if" nonec:of the candidates receive
a majority of the votes cast and "if" there is a need for a
run-off election, we would request the consolidation. Thereafter,
after the April 13 election, we would send Mr. Denny and the
Board of Supervisors a letter stating the results of the election
and whether or not a consolidation is weeded.
