ITEM TITLE: Approving the Third Amendment to the Agreement between the City of Chula Vista
and the County of San Diego for Comprehensive Employment and Training Act (CETA)
Title VI Funds.

ITEM EXPLANATION
The attached Amendment, to the Comprehensive Employment and Training Act (CETA) Agreement,
authorizes the County of San Diego to deallocate funds from the City's C€TA Title VI Program.
The City has projected a surplus in Title VI funds totalling $169,732. This surplus is due
to several factors including firstly, normal attrition, and secondly, the Regional Employment
and Training Consortium (RETC) Policy Board imposed hiring freeze. This hiring freeze
limited our maximum enrollment level to 129 filled positions as compared to the 142
originally allocated,
The County of San D}ego has indicated that those funds deallocated from the City will be
reallocated to South County agencies who have reported deficits. These will include the
Chula Vista City School, Sweetwater Community College, Sweetwater Union High School and
National School Districts. The reallocation to these agencies will help prevent termina-
tions, due to lack of funds, prior to June 30, 1976.
The City's revised Budget Estimate and Occupational Summary are attached. All other
provisions of the present agreement will remain in effect.
Financial Impact: Reduction of Revenue & Appropriations Budgets as indicated in
Schedule A.
