ITEM EXPLANATION
At the Council meeting on January 13, 1976, a resolution was presented for
approval to upgrade the 16" softball field, automate an existing manual
irrigation system and reestablish turf and plant material. These projects
were to be accomplished through a $40,000 CIP project (GF-4 General Roca
Park Improvements), which was approved during the 1975-76 budget delibera-
tions.
Council questioned whether or not it would be advisable, before approval
of this project, to reconsider the $30,000 designated as CIP Project SC-3,
which was originally allocated for the construction of tennis facilities.
During the tour of this facility, an explanation was made regarding the
proposed redevelopment of General Roca Park (GF-4). The attached status
report is staff's position regarding the CIP Project: Park Development -
Tennis SC-3.
Because of the many facets involved in the improvement of General Roca
Park and the varied contractors and subcontractors which would be required,
and based upon an analysis prepared by staff, it is felt that it would be
desirable to accomplish this renovation project through the use of existing
field forces and subcontract bid, where appropriate. An example would be
the high pole electrical work which would be subcontracted, while the
automatic irrigation system, turf renovation and landscaping work would
be accomplished through the purchase of materials and the work completed
by field forces.

STAFF RECOMMENDATION:
1. Authorize the accomplishment of the General Roca Park renovation by
field force labor and contract bid, where appropriate.
2. Construct no additional tennis courts at General Roca Park; retain
SC-3 ($30,000) in a holding pattern, for a site (or sites) which staff
feels can accommodate a night lighted playfield; then, based on Council
BOARD/COMMISSION RECOMMENDATION: approval, bring back a resolution appropri-
ating these funds.

1. During the 1973-74 budget se;~;ions, the City Council voted to defer
a sugyested Capital Iiriproven~ient Project a~ilocatian of $30,000 for
the renovation, of the Civic Cer7ter annex, and requested a report on
construction costs for additional ter~nis facilities within the com-
munity. The follo~ring information and alternate suygestions for
policy consideration are Submitted for your consideration.
2. Two sites were corns idered. See attached plats.) Southwestern
College was suggested by Staff bE:cau:,e of problems involved at
General Roca Park; specifically, the deletion of the archery range
and/or the removal of eucalyptus trees, requiring severe grading,
and limited public par•kir~g. Staff also felt that General Roca Park
is overdeveloped.
3. Council referred this matter to the F'ark~ and Recreation Commission
on June 3, 1974. After several meetings and a review of alternates
of handball/racquetball court constru~~tion, the Parks and Recreation
Commission made the f"ollowing reconuirendations to Council.

5. Staff made a study of various locations which would be appropriate
for the night lightiny of a softball field. The most recent considera-
tion was given to the Rienstra Sports Complex, now being developed as
a multiple use turfed area, or possible inclusion in a mini-regional
park which Council will be considering in the near future.
6. Although this project has Been slow in materializing, it is of prime
concern to the Parks and Recreation Department because of the need for
a lighted adult softball field ire Chula Vista. One of the factors con-
cerned with this dt,la}- is the 1a ::k of an appropriate site for the con-
struction of this field, w'~er<~ the right lighting and the people related
noise would not he an intru:~~ion or. the comfort of the citizens who live
in the immediate area. Ar~~~tlrer factor being given prime consideration
is the potential po~•~rer usage- for this field, particularly in view of
last year s raneryy rrurrcY~r.
7. SUMMARY: Careful ~.onsideration shou~id I~~r~ giverr to the following:
a. Master planning of General Ro;a Park
b. A joint powers agreement with Sweetwater Jnion High School District
for 12 additional lighted t~:nnis courts now available to the public,

arises.

RECOMMEPwDATION •
