ITEM TITLE: Resolution # 803 2 Approving agreement between City of Chula Vista and Our House
regarding administration of the Drug Abuse Prevention and Early
Intervention Project

ITEM EXPLANATION
At the Council meeting of September 16, 1975, Resolution No. 7895 was adopted which
authorized the City, via contract with Our House, to undertake a Drug Abuse Prevention
and Early Intervention Project. In essence, the City was to be designated a subgrantee
and sponsor the project which Our House would actually administer.
After many weeks of processing by the Regional Criminal Justice Planning Board and the
State Office of Criminal Justice Planning, the City has received a grant award for the
amount requested, $47,453. This sum, combined with a required local match of $2,497,
results in a total project cost of $49,950.
In order to properly protect the City's interests in this matter, an agreement has been
drawn up which outlines the mutual responsibilities of both parties. This precedent
setting document has been carefully researched and follows procedures utilized by the
County in their drug programs. In general, the agreement calls for Our House to conduct
the project in accordance with grant provisions and to maintain proper accounting
records and evaluation data.
Three City departments will be involved with monitoring the grant: Administration,
Finance and Police. Staff time will be recorded and utilized to offset local match
funds. This action should enable Our House to gain additional leverage from monies
already allocated to them in the Community Promotions budget.
Both Our House representatives and relevant City staff will be present to respond to

STAFF RECOMMENDATION:
Adopt Resolutions. In addition, Our House has requested an advance from the City
equal to 5/9ths (approximately $25,000) of the Federal portion of the grant. Staff
foresees no problem with this request as the City should be reimbursed in 6 to 8 weeks.
If Council approves such an advance, staff will bring back the appropriate resolution
next week.
