HomeMy WebLinkAboutAgenda Statement 1976/01/27 Item 05~, CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ITEM NO 5 FOR MEETING OF: 1 /27/76 #8031 ITEM TITLE: Resolution /authorizing City Manager to execute agreement with State of California Coastal Zone Conservation Commission SUBMITTED BY~ Community Development Director ITEM EXPLANATION Chula Vista is one of ten localities in the State that has been asked to participate in the development of a certification process relative to adoption/enforcement of local plans in relation to the State Plan. This is a most advantageous position for us since actual certification of other local coastal plans may be anywhere from one to two years off. At present, without Coastal Commission concurrence, our develop- ment plans for the area west of Bay Boulevard are for naught! This is an opportunity, not only to accelerate certification of our plans, but to have a real impact from our input in the process. The proposed work program which is incorporated into the contract is, in effect, the same as reported to the Council/Agency on December 11, 1975. The main purpose is not to obligate the .City/Agency to modify its Bayfront plan, but to: Identify differences between our plan and the State's Plan; explore ramifications of these differences and possible alternates; develop a certification process whereby our development plans can be ap roved locally should they be in conformance with the approved State plan. The $9,000 proposed will be utilized to offset staff salaries, required travel and consultant fees associated with the work. This same work would have to be accomplished at our own expense at a ldter date had we not been chosen to participate. Staff working on the project will be from the departments of Community Development, Planning, and Public Works. PROBLEMS AND OPPORTUNITIES The cities and counties within the coastal resources management area must bring their plans into conformity with the Coastal Plan. It is the purpose of the Coastal Commission's pilot program to fund specified communities in undertaking the planning process necessary to achieve this conformity. In this regard, the City of Chula Vista has developed the following program to undertake a study of the Bayfront Redevelopment Project and its relationship to the policies of the Coastal Plan. Goals The goal of this study is to procede towards the local implementation of the Coastal Plan by undertaking the program outlined below. PROGRAM SUBCATEGORY 100: Evaluation of Chula Vista Bayfront Plan in Relationship to the Coast Plan Objective Identify relevant Coastal Plan policies that impact on the Bayfront Plan. Major Work Elements 1. Detail and refine chosen options. 2. Determine ordinance revisions necessary to implement acceptable Bayfront Plan. 3. Develop step-by-step process necessary to bring plans and ordinances to level of Coastal Commission certification. 4. Draft any appropriate resolutions or ordinances necessary to implement chosen options. Products and Results 1. Proper discussing and refining chosen plan options. 2. A report on ordinances to be revised and a discussion of methods available to bring about these revisions. 3. Preparation of any necessary modified resolutions and/or ordinances.
