This hearing is required under the Housing and Community Development Act of 1974, and in order to start formalizing the information, it is necessary to hold this hearing as soon as possible. The first year's program is at its mid- point; programs being implemented from the City's 5258,000 grant include: . Operation of a Senior Center for information and referral services. . Soon to be installed wheelchair ramps in the Civic Center and Central Business District areas. . The installation of a public .park at Mueller School (the architectural plans will soon be completed and the work will then be placed for bid). . The conduct of a housing inventory survey and code enforcement program. . The availability of low-interest home improvement loans. . A citizen opinion survey. There are, in addition., several programs from last year's application that will soon come into being; these include a sports field at Loma Verde Park and the replacement and removal of substandard curbs, gutters and sidewalks in the .central residential areas of our City. Despite the fact that the impact of these programs is somewhat difficult to evaluate at this time, we must think about next year's application and invite your participa- tion in this process. Citizen input into this program is vital and next year's allocation from the Department of Housing and Urban Development is expected to be much greater than the current year's allocation. You and representatives of your organization are invited to attend the first public hearing on the program which is scheduled for ~lovember l8, 1975, at 7:00 P. M., in the Council Chambers. This is the date for.the regularly scheduled Council meeting. This is being provided to individuals and organizations throughout the City in order to identify general indicators as to community priorities based upon identified needs. While this is part of the City's current effort to prepare a Community Development Block Grant Program, the priority assessment form is intended to cover those basic areas of total needs, not therefore restricting community input solely to those activities eligible under the Block Grant legislation. While it is the intent of the legislation to direct the Block Grant resources to principally improving the physical environment with the provision of supportive social services, it is felt that a complete perspective of community needs is important so as to evaluate the impact of other. funding sources (Federal categorical programs, revenue sharing, etc.). The intent is to ensure that all resources directed to the wide spectrum of community needs are applied in a responsible and meaningful manner. After examining the list of eligible activities on the reverse side of this page, you are asked to indicate those needs which you feel are of the highest priority relative to your community/City. A ranking of these needs areas will provide some indication as to where general resources should be directed and specifically within the limits of eligible activities, provide insight as to priorities for Block Grant money. Please rank these individual needs statements in the order of importance, adding any additional areas which you feel were omitted. If you have suggestions as to specific projects which may be implemented relative to one of the identified need priorities, please write out a brief description using the reverse side of the form. Your input to community/City needs priorities will, together with responses from other Chula Vista residents, be presented to the City Council on November 18, 1975. This will be a Public Hearing specifically scheduled to evaluate and prioritize needs relative to the Community Development Block Grant program.
