ITEM TITLE: Report and Resolution Appropriating Unappropriated General Fund Reserves
for Materials and Supplies for CETA Work Program

ITEM EXPLANATION
Revisions in Federal Rules and Regulations pertaining to the use and allocation of
CETA funds totaling $1.7 million for the period of September 1, 1975 to June 30, 1976
do not allow for the purchase of materials, supplies, or rental of equipment to
support the employees currently employed under the program. $95,.806 of the above
sum, however, may be used to reimburse the City for administrative and training time
expended by regular employees on the CETA program.
In order to continue the employment of 129 CETA workers through June 30, 1976, in
productive and meaningful work (sidewalk and tree replacement program in Public Works,
park construction in Parks and Recreation, and building maintenance and repair in
Building and Housing) certain leased equipment and purchase of supplies and materials
to support the work efforts of these employees is required.
Adoption of the resolution would alloca to $95,806 currently available in the City's
unappropriated reserves for the purpose of purchasing and/or leasing materials and
equipment for CETA programs. The $95,806 would be reimbursed to the City's General
Fund from CETA funds allowable for administrative and training costs incurred.

repaid from incurred administrative and training costs associated with the CETA program.

The City Council's alternatives for continuing the CETA program without the requested
action are somewhat limited. but would be as follows:
1) Revise the CETA work program by placing all CETA employees in non-material and
equipment requiring occupations.
2) In addition to number 1 above, begin immediately to phase down the program by
releasing all those CETA employees that cannot be reasonably utilized in capacities
or jobs not requiring materials and equipment.
