HomeMy WebLinkAboutReso 1987-13309 RESOLUTION NO. 13309 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DETERMINING THAT COMPETITIVE BIDDING IS IMPRACTICAL OR IMPOSSIBLE AND AUTHORIZING THE PURCHASING AGENT TO ENTER TO AGREEMENTS FOR THE PURCHASE AND MAINTENANCE OF COMPUTER HARDWARE FOR THE CHULA VISTA CITY LIBRARY The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Fiscal Year 1987-88 budget allocated ~48,886 for the purchase of one new 192 megabyte disk drive and its attendant service agreements, and WHEREAS, On October 13, 1987, the City Council approved a phase-out contract with the San Diego County Library System, which will bring the two County branches located in the City of Chula Vista into the Chula Vista Public Library's operations by July 1, 1988, and WHEREAS, these obligations were not anticipated in the calculation of the budget needs for computer hardware at the time of formulation of the budget, and WHEREAS, at the time of formulation of the budget, the system vendor, OCLC, only provided new, not refurbished, equipment and its maintenance, and WHEREAS, OCLC can now provide refurbished hardware satisfactory to the City's Data Processing Manager at approximately half the cost of the new hardware, and WHEREAS, separate purchase of the hardware through another vendor would require the cost of certifying the said equipment and renegotiation of all service agreements at a higher costs, and WHEREAS, OCLC is the sole source of software and hardware support of this customized automated library system and the Library requests a waiver of the bid process and authorization to purchase the requested hardware and services through OCLC, and -1- WHEREAS, Chula Vista Municipal Code Section 2.56.070 requires competitive bidding for contracts where the estimated costs exceeds $16,000 unless the City Council, by resolution expressed in its official minutes, determines that competitive bidding is impractical or impossible. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista finds that the purchase of the below stated refurbished and certified hardware and related service agreements are to the financial advantage to the City through OCLC as sole provider because separate purchase of the hardware through another vendor would require renegotiation of all service agreements at a higher cost. BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista determines that competitive bidding is impractical or impossible, and it is hereby resolved and ordered that the Purchasing Agent of the City of Chula Vista is authorized to purchase the following hardware and support maintenance services from OCLC, the sole source provider, for the following amounts: 2 Data General 192MB Disk Drives, Refurbished ~10,000.00 11MB Memory Board 10,070.00 10CLC Operating System Upgrade 1,000.00 8 192MB Dysan Disk Packs 5,172.80 Data General Installation 2,200.00 OCLC Hardware Maintenance 4,320.00 TOTAL ~32,762.80 Presented by Approved as to form by 3511a -2- ADOPTED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF u, ,ULA VISTA, CALIFORNIA, this 3rd day of.
