ITEM EXPLANATION
Bids were received and opened at 3:00 P.M. on August 25, 1975 in the office of the purch-
asing Agent for the purchase of one (1) 3-5 ton vibrating road roller for use by the Public
Works Department. Specifications included trade-in of a 1955 Essick Roller.
Proposal forms were mailed to eight construction equipment vendors with two vendors
submitting bids as follows:

The low bidder, Hawthorne Industrial Equipment, stated that their Buffalo-Bomag roller
varied from the City Specifications and submitted the list of variations for our con-
sideration. The bid variations were reviewed by the Purchasing Agent and Public Works
staff and the recommendation made that the unit was unacceptable. See attached report.
The Essick unit meets the specifications in all areas. Funds required for the purchase
of the Essick roller, including sales tax, less trade-in allowance are $14,975.81. The
75-76 budget provides $19,080.00 for this unit.

John Crouse, Street Superintendent, John Alden, Equipment Maintenance Super-
visor, and I have reviewed the bid submitted by Hawthorne Industrial Equip-
ment for the 3-5 ton vibrating road roller. They intend to provide the Buffalo-
Bomag Model BW90T roller. As required by our specifications, they have sub-
mitted a list of items in which their unit differs from our specifications,
based upon review of their submitted list of exceptions, it is recommended that
the City not accept the Buffalo-Bomag roller, and that the City accept the bid
by International Harvester Company for the Essick VR42RET roller. The Essick
unit meets the City's specifications.
The reasons for recommending disapproval of the Buffalo-Bomag roller are given
below.
HYDRAULIC TRAILING ATTACI-iMENT
Our specifications require hydraulic cylinders to elevate the guide roll to
tow hitch position and lower and elevate the wheels for towing of roller. This
allows one man to hook up for towing. The Essick roller meets this requirement,
The Buffalo-Bomag does not meet this requirement. The trailing attachment is a
manual unit. The tow bar, wheels and axles are not integral components of the
roller. They have to be removed and installed by two men. This would require
one man' to stay with the operator to assist him in hooking up the unit to the
truck after he completed rolling. Without a hydraulic unit, the chance for
back injury increases in the handling of the tow bar, wheels and axles.
OTHER MISCELLANEOUS EXCEPTIONS
Specifications require a compaction roll 30" diameter x 42" wide with at least
3,45~fl vibrations per minute (VPM) to produce 10,000 lbs dynamic force. The
Buffalo-Bomag is 29.5" dia. x 35,4" wide with 3100 VPM and produces 5,070 lbs
dynamic force. The guide roll is 6" narrower than specified.
Fuel tank requirements were for an 18 gallon tank to allow for 8 hours of
continuous operation. The Buffalo-Bomag is a 6.6 Gallon tank. Water tank
capacity is 50 gallons below that of the Essick.
The above variations provide serious cause for rejection of the Buffalo-Bomaa.
