RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE CITY COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM CITIZEN
PARTICIPATION PLAN
The City Council of the City of Chula Vista does hereby resolve as follows:
WHEREAS, the City of Chula Vista receives Community Development Block
Grant funds from the U. S. Department of Housing and Urban Development; and,
WHEREAS, the Housing and Community Development Act of 1987 requires
that recipients of Community Development Block Grant funds follow a citizen
participation plan; and,
WHEREAS, a Citizen Participation Plan for the City of Chula Vista has
been prepared and is attached hereto and incorporated herein.
NOW, THEREFORE, BE IT RESOLVED that the City of Chula Vista hereby
approves the City of Chula Vista Community Development Block Grant Program
Citizen Participation Plan.

CITIZEN PARTICIPATION PLAN
The City of Chula Vista, in its efforts to promote and support citizen
participation in the planning, development and implementation of its Community
Development Block Grant Program, agrees to carry out a Citizen Participation
Plan which includes the following components:
1. The City will hold at least two public hearings each year to hear public
comment on the City's Community Development Block Grant (CDBG) program.
At least one public hearing will address the needs of the low and moderate
income residents of the City and residents of blighted areas of the City,
the general focus of the City's CDBG program and the City's performance in
implementing its CDBG program. At least one public hearing will address
the City's CDBG budget and submission package to the United States
Department of Housing and Urban Development. Public hearings will be held
at convenient and accessible places and times for the general public,
including the handicapped.
2. The City will advertise its public hearings at a minimum by publishing
display advertisements in both English and Spanish language newspapers of
general circulation in the Chula Vista area.. The display advertisements
will be published at least two weeks in advance of the public hearings.
The City will also solicit funding proposals from City residents and
organizations by publishing display advertisements in both English and
Spanish language newspapers of general circulation in the Chula Vista area.
3. The City will provide Spanish translators at public hearings regarding the
CDBG program. The City will also make translators available to assist
individuals or organizations requesting City assistance in processing
funding applications or gathering information about the City CDBG program.
4. The City will provide technical assistance to individuals and groups
representing low income residents in preparing and submitting funding
proposals.
5. The City will continue using the Commission on Aging and the Human
Relations Commission for evaluating social service funding proposals and
will continue using the Montgomery Planning Committee for evaluating
capital project proposals for the Montgomery area. All of the meetings of
these commissions and committees will be given advance public notice and
will be open to the public.
6. The City will provide written responses to written complaints and
grievances regarding the City CDBG Program within fifteen working days,
whenever practicable.

BLOCK GRANT PROGRAM STATUS REPORT
The following is a brief summary of the status as of April l, 1988, of various
projects funded with Community Development Block Grant monies.
1. Central Basin Drainage Channel e Fifth Avenue - The remaining easement for
this project has finally been obtained. The easement will be accepted by
the City Council at its meeting on April 5, 1988. We are planning to
advertise for bids on April 3, 1988, and construction is anticipated to
begin in July 1988 and be completed in the early part of October 1988.
2. Sierra Way Storm Drain Broadway to Colorado Avenue A preliminary
design for this project was done several years a o and will be reviewed
during the next several months. It is anticipate3 will

be advertised for construction late summer 1988, and construction will
begin in December 1988.
3. Storm Drain System Northwest of Broadway and "H" Street At this time
there is some question as to the value of constructing this project unless
downstream facilities are also constructed all the way to "H" Street.
This project is on hold until a decision is made on including additional
funds in the CIP project for construction of downstream facilities.
4. Telegraph Canyon Flood Control Project o Construction of this project is
now underway. The contractor, Commercial Builders, has almost completed
the work at 970 Broadway and is continuing westerly to Industrial
Boulevard. This box culvert work is nearly 50% completed. Contractor is
now working across Broadway. They expect to have the box culvert
completed by the end of April 1988. In May, they propose to start work
within the SDG&E South Bay power plant. The channel across the SDG&E
property will take about one year to complete because of environmental
restrictions.
To fund its share of the total project cost, the City will need between
$400,000 and $500,000 in FY 1988-89. Staff will request funds to cover
this expense in conjunction with the FY 1988-89 Capital Improvement
Program budget.
5. A. Fifth Avenue Improvements-East Side Only, Oxford to Orange
B. Fifth Avenue Improvements-East Side Only, Naples to Oxford
C. Shy Lane Street Improvements-East of Fifth Avenue
These three projects will be combined and bid as one CIP project. Some
preliminary engineering work has already taken place. We have just
received the final survey information necessary to finish the design. It
is anticipated that we will advertise for construction in June 1988, and
construction will begin in September 1988.
6. A. Wheelchair Ramps - City ~-.
B, Sidewalk Rehabilitation - Montgomery
C. Orange Avenue Sidewalks From Second Avenue to Albany
D. Wheelchair Ramps - Montgomery
These projects were completed on March 21, 1988. Final cost was
$123,258.44 and consists of:
l, Wheelchair Ramps ICity & Montgomery) - $39,340.34;
2, Orange Avenue - $69,307.96;
3. Sidewalk Rehabilitation (Montgomery) - $14,610.14.
7. Alley Construction South of "G" Street Between Smith and Broadway - Some
preliminary design work has started on this project; however, survey
information is required to complete the design. We anticipate advertising
for construction in May 1988 with construction starting in July 1988.
8. "C" Street Improvements West of Del Mar Avenue Adjacent to South Bay
Pioneers Some preliminary engineering work has been completed on this
~ however, a great deal of additional work needs to be
accomplished. It is anticipated that bidding of this project will be in
September 1988 with construction beginning in the latter part of November
1988.
9. Sidewalk Installation at the Northeast Corner of Fourth and Moss - Staff
is presently getting proposals from various appraisers for acquisition of
necessary right-of-way required for construction of this project. It is
anticipated that we will advertise for construction in May 1988, and
construction will begin in July or early part of August 1988.
10. Woodlawn Park Metes and Bounds Survey - We plan to hire a consultant to
perform this work and should be goin9 out with RFPs within the next month.
ll. Drainage Improvements (Design Only)-Northeast Corner of Third and Orange -
Design of this project is not anticipated until the latter part of this
year with construction taking place in the summer of 1989.
12. Chula Vista Junior High School Drainage System - This project was accepted
by the City Council on October 27, 1987. Final cost amount to $123,780.24.
13. Harborside Park Construction Construction of this project is now
completed.
14. Lauderbach Community Center Kitchen Improvements Construction of this
project is now completed.
15. Woodlawn Park Community Center Rehabilitation - A scope of work has been
completed and project design is underway.
The City of Chula Vista through its CDBG program, is also currently funding
the following social service programs.
MAAC Project: This project operates a wide range of social services in the
South Bay area. CDBG funds are used to insure, maintain and operate a van and
hire a driver to transport senior citizens and needy families to and from the
Otay Community Center.
San Diego Resident Relations Foundation: This organization located at loll
Camino Del Rio South, Suite 201, in San Diego provides tenant-landlord
mediation and information services. CDBG funds support operating expenses of
the share of the organization serving Chula Vista.
Chula Vista Emergency Food Project: The program, located at 970 Caleb Court,
San Diego transports and distributes USDA surplus commodities at the
Lauderbach Community Center in Chula Vista. CDBG funding pays for the cost of
truck rental for commodities transport.
YMCA Family Stress Center: The center, located at 571 Third Avenue in Chula
Vista, provides child abuse treatment services to families in San Diego
County. City funds cover the cost of one counselor to take referrals from the
Police Department.
South Bay Meals-on-Wheels: This program, operated by Senior Adult Services,
Inc., prepares meals for persons who are unable to prepare meals for
themselves, because of chronic or temporary illness, disability or age.
Shared Housing: This program matches homeowners with home seekers, who are
predominantly low to moderate income senior citizens. It is run by South
County Council on Aging, located at 430 Davidson, Ste. E in Chula Vista.
Senior Information and Referral Center: The Center, located at 380 Third
Avenue in Chula Vista, provides information on housing, jobs and services to
senior citizens in the South Bay area.
South Bay Community Services (Our House): This organization, located at 429
Third Avenue in Chula Vista, provides juvenile delinquency prevention and
diversion services.
Woodlawn Park Community Center: This program, which operates a variety of
nutrition, youth and senior counseling and recreation programs, uses CDBG
funds for general operation of the center located at 115 Spruce Road in Chula
Vista.
Jobs for Youth: The program, located at Parkway Gym in Chula Vista, is a
part-time and full-time job referral service for youths. CDBG funds pay for
staffing and office expenses of the program.
Regional Task Force on the Homeless: This organization, located at 655 Fourth
Avenue, Suite 36, San Diego, organizes support programs for the homeless.
CDBG funding pays for a staff position with office support services, to expand
provision of services in Chula Vista.

The City of Chula Vista anticipates receiving $1,158,000 in CDBG funding
for fiscal year 1988-89. The City currently uses CDBG funds for construc-
tion of public capital= improvements, housing rehabilitation, social service
operations, City Fair Housing Program, and CDBG program administration.

South Bay Adult Day Health Care Center: The organization operates an adult
day health care facility at 301 East "J" Street in Chula Vista and uses CDBG
funding to provide subsidies for low income Chula Vista seniors to receive
their services.
Del Rey Nutrition Program: Operated by the Sweetwater Union High School
District, located at ll30 Fifth Avenue, Chula Vista, trains youth in
restaurant and catering management and provides meals for senior citizens.
CDBG funds are used to subsidize the cost of the meals.
City Community Development Block Grant funds are also used to operate the
City's Fair Housing Program and for the development of Chula Vista Social
Services Plan, for support of the Chula Vista Human Services Task Force and
for general program administration.
